The resident is correct.  Hot water was down in the building 2x this winter.  One time the entire heat and hot water system was down the second time, it only affected the hot water.  I will address each incident separately.  Heat and Hot Water in the residents building was down...

for a period of 12 hours from the time we received the first call.  The call came in on our emergency maintenance line.  Our employee addressed the problem and it could not be fixed until morning due to a failed pump on the boiler.  Because it could not be fixed until the morning and it was cold...we distributed electric space heaters to a few apartments that requested them.  The unit and resident in question received 2 space heaters that evening.  The second time only affected the hot water and it was a zone pump on the domestic hot water system, coupled with a frozen line that was close to an outside wall.  That outage lasted no more than 8 hours from the time we received the cal until it was fixed.  Let me assure you if it went any longer than that, the pipe would have burst and the basement of the building would have been flooded.    Both incidents were corrected immediately and residents were not down for very long.  If it was an extended outage...by the way that buildings heat and hot water boiler are about 5 years old and even when that system was replaced 5 years ago,  It was only down for 2 days (48) hours.  I say this because that was our longest outage period since I have owned the property.  As far as a refund or request for such -- we alleviated the issue quickly and provided heat for the night it was out.  Being without hot water until 10 am the next day would not warrant any type of refund.  It costs our company on average about $100 per month/per unit to provide heat and hot water to our residents.  A one day outage would amount to less  than $4.00 and even if it was 2 days because she was affected on 2 different occasions it would be less than $8.  Considering it was only hot water and not heat, it would even be less.  I am sorry that she suffered any inconvenience but please be assured that we reacted and corrected the issue as quickly as possible.  This was a long cold winter and I am very surprised that we didn't experience more issues.  I credit my staff for that.   Due to the cold, tough winter, we experienced 2 situations that 2 of our residents faced and both warranted a discount and a discount was received.  This situation did not warrant a discount nor was their a life threatening situation.  Thank You [redacted]

my complaint.  For your reference, details of the offer I reviewed appear below.In addition to my complaint there are several other facts that I feel I need to tell you about. 1. I was told that the apartment would "go fast." 2. I never saw the apartment, I never received the pictures I was promised. 3. Katie said that "if I didn't just buy a house, I would live there" 4. I was not told about the 72 hour cancellation policy until I went there and spoke with Katies supervisor. 5. I called Katie and did not get a call back until the 3rd day after the application which stated that I did not leave a deposit (deposit paid was left blank.) 6. I was told that the security deposit would not have been deducted until they had the application (both application fee and security deposit were deducted at the same time) 7. they said I couldn't live there, if it was only for 6 months on Oct. 18, 2016. 8. I was pressured, and the apartment was misrepresented - it was not even the same unit or the same address that I was told about.
