Deceptive: Failed to disclose propane tank for heating during coldest time of year (Dec 2014-Feb 2015), causing undue financial hardship & stress.[redacted]: I recently moved from south Florida to begin working with [redacted] as a Civilian in Feb 2015 (Winterville). Prior to moving to NC, we drove up in late December 2014; stayed at a hotel for a week; searched for a place to live. Met with Flagship Property Management; rented a house at [redacted] (6 months). Paid $1,000 security deposit and pro-rated rent, had the Utilities turned on starting in January 2015 (lease date changed from Jan to Feb 2015). We set the thermostat to 65 degrees before leaving to go back to Florida.In February, we packed up and moved; entered the property and there was no heat; there was a winter storm with below freezing temperatures (low 20's). It was after hours; I called the emergency number at Flagship Properties. Left a voice message-no one returned my calls We tried to keep busy by unloading the truck, but it was just too cold inside the house to get any relief from the cold; went to a hotel for that night. I continually tried contacting Flagship's emergency service that night and the next day (Saturday), but no one picked up.I contacted Winterville Utilities' emergency line and someone came right over within 10 minutes. The gentleman explained that there was a privately owned propane tank (buried) that needed to be filled. There was no markings on the cover to indicate who to contact (the label had washed away). He suggested that I contact the owner of the house. So we unpacked during the day and stayed at the hotel again that night.On Monday I called Flagship (left several messages); received a call back after 3pm. Staff member "[redacted]" stated that it was my responsibility to setup heating and cooling in accordance with the terms of the rental agreement. After I demanded to speak with the owner, [redacted] called me at apx. 4:30pm. He said the property owner did not tell him that there was a propane tank and sort of alluded that it was my problem. I went to their office and refused to leave until someone helped me. All of a sudden they seemed to remember the name of the company. He said but I would need to contact them-setup services. So I called from there; the company wanted me to pay for services associated with a 3 year fuel agreement and a deposit of nearly $400.00. [redacted] then called the owner (Mr. [redacted]); by the time the owner returned [redacted]'s call it was close to 5pm. The propane company allowed the owner to authorize me to have fuel deliveries (I paid for the fuel)-but because they were closing, it would be the next day. So I had to go back to the hotel again.I was leaving for 15 days of [redacted] early the next morning - so I asked [redacted] if he would go over and turn on the heat in the house after they filled the tank.I was later surprised when during a conversation with the owner, he said Flagship absolutely knew about the propane tank and that [redacted] was lying. He said they assisted the previous tenant with getting services on. So I called [redacted] about that and requested to be reimbursed for the hotel-since I paid for the rental of a house that was inhabitable-and they failed to let me know about the heating situation in the dead of winter. He said he would contact the owner to ask. He never called me back, so I called him after a couple of days; we agreed that I would deduct the money from March's rent ($271.00). I spoke with the owner on several occasions-he said Flagship was horrible and he understood why I withheld the money for the hotel. I never received any late payment or default notifications.The end of May, I moved out-I left the place spotless, I hung no pictures so there were no holes in the walls. But when I returned the keys, they said they could not return my deposit until after 30 days. About 45 days later, they sent me an email stating that they did not have my forwarding address (untrue). They sent me a check minus the $271.00. Went by, [redacted] said someone will call me-that never happened.Desired SettlementI want a full refund of my security deposit, not a partial refund.
