4-21-15Dear [redacted] ***:This letter is in reference to a complaint submitted on 4/07/ID# [redacted] regarding frozen water pipe issueI would like to use the customers own statement regarding this problem to help resolve this problemShe stated at one point that the work was being performed due to a frozen dishwasher valve then the following statement, stated that the kitchen pipes had never frozen in yearsThis is a problem in itself due to the frozen valve is attached to the pipes that have never been frozen beforeNumber is the fact that FloorCrafters reinsulated her basement walls not her water pipesThese water pipes are located outside of the basement in a first floor area that is cantilever under her kitchen windowThe only way these pipes can be insulated is to pull the underside of her house off to insulate these pipes in the same manner in which she stated they were repairedIf Floorcrafters had of been asked to insulate these pipes, I would have recommended that these pipes be re-routed to the inside of the house and removed from that area to comply with county codeThe existing pipes in an outside wall or floor area is a code violation in the customers county and would not pass a current inspection and FloorCrafters would never agreed to insulate these pipes unless we were allowed to re-locate them to meet codeIf you have any questions concerning this, feel free to contact me personally.Sincerely,Mike H

[To assist us in bringing this matter to a close, you must give us a reason why you are rejecting the responseIf no reason is received your complaint will be closed Administratively Resolved] Complaint: [redacted] I am rejecting this response because: Contrary to [redacted] ' assertion, this is a very simple issue [redacted] was retained to reinstall insulation in my basement As evidenced by the photo submitted with this claim, he reinstalled it so that the insulation was behind the kitchen pipes leaving the pipes exposed to the elements By his own admission during our phone conversation, the insulation should have been in front of the pipes leaving the area behind the pipes open so that warm air from the house would circulate and prevent the pipes from freezing Because he installed the insulation incorrectly, my kitchen pipes froze and I incurred the additional cost of properly reinstalling the insulationI have spoken with neighbors who have the same model home, built in the same year, and they have never experienced frozen kitchen pipes [redacted] did not install their insulation [redacted] ' suggestion that the pipes need to be rerouted is nothing more than subterfuge to avoid responsibility, as is his assertion that the pipes are not up to code In fact, according to Section of the VA Plumbing Code: "Water, soil, and waste pipes shall not be installed outside of a building, in attics or crawl spaces, concealed in outside walls, or in any other place subject to freezing temperatures, unless adequate provision is made to protect such pipes from freezing by insulation or heat or both (Emphasis added)Until [redacted] improperly reinstalled the insulation, the pipes were protected from freezingFinally, I have been unable to locate [redacted] ' contractors' license on the Virginia registry and am concerned he lacks those credentials I hope that the Revdex.com will recognize these flaws in workmanship and will assist me in recouping the cost of repairing [redacted] ' improper work Thank you for your assistance Regards, [redacted] ***

I am rejecting this response because:
*** ***' response is nothing more than a photocopy of his original April 21, letter. He has failed to address any of the issues that I raised in my reply. To reiterate, *** *** was retained to reinstall insulation in my basement. He did so improperly leaving the kitchen pipes exposed to the elements and they froze. As a result, I incurred an additional $1,to properly install the insulationThere is no code violation, see Section of the Virginia Plumbing Code, and until *** *** reinstalled the insulation improperly, the pipes were protected and had not frozen. Since *** ***' response fails to rebut my arguments and evidence, my claim against him should be favorably endorsed. Accordingly, I would appreciate the assistance of the Revdex.com in recouping the $1,I incurred to repair *** ***' unsatisfactory workThank you for your assistance

Number 2 is the fact that FloorCrafters reinsulated her basement walls not her water pipes. Until [redacted] improperly reinstalled the insulation, the pipes were protected from freezing.
Finally, I have been unable to locate [redacted]' contractors' license on the Virginia registry and am concerned he lacks those credentials.  I hope that the Revdex.com will recognize these flaws in workmanship and will assist me in recouping the cost of repairing [redacted]' improper work.  Thank you for your assistance.
