Referencing the Desired Settlement for complaint ID # [redacted] stated as, “I just want an explanation why I am being charged $for electricity My parents live in Lavernia [sic] and have GVEC and their bill has never been over $in a bedroom house I know that I am not the only one being charged an absurd amount without explanation.”, I offer this response: After an extensive search of the Floresville Electric Light & Power System (FELPS) utility billing database, we find no account listed under the complainant’s name A further search of the property address listed on the complaint showed a billing history to be much different than the information listed in the complaint The dollar amounts given by the complainant and what FELPS billed to this property address are not consistent If you have additional questions, please do not hesitate to contact me Regards, [redacted] ***

stellar marks for many years. Regarding adjustment of our policies, FELPS has gone to great strides to work with customers who received a one-time utility bill due date adjustment, allowing customers to extend payments over two or three months without penalty or late charges. Referencing the Desired Settlement stated as, “Have yourself audited and adjust your policies, there is no reason why electric costs this much for anyone”, I offer this response: The Floresville Electric Light & Power System (FELPS) is audited annually and has received stellar marks for many years. Regarding adjustment of our policies, FELPS has gone to great strides to work with customers who received a one-time utility bill due date adjustment, allowing customers to extend payments over two or three months without penalty or late charges.Please do not hesitate to contact me if you have additional questions. Referencing the Desired Settlement for complaint ID #*** stated as, “I want an OPTION. I want to be able to choose my electric company.”, I offer this response: The State of Texas has mandated customer choice only in areas of the State served by investor-owned utilities
(IOUs). Areas of the State served by electric cooperatives or municipally-owned systems are not required at this time to be open to retail competition. Each cooperative or municipally-owned system may make the choice to opt in to retail competition or remain the sole energy provider for their designated service territory. To date, the Board of Trustees of the Floresville Electric Light & Power System (FELPS) and the City Councils of the equity owners of the electric system (Floresville, Stockdale and Poth), have not made the decision to opt in to retail competition. Therefore, customers in the FELPS service territory do not have the option to choose their electric provider. If you have any questions, please do not hesitate to let me know. Regards, *** ***

I offer this response to complaint ID #*** While it is true FELPS recently switched to a cycle billing format as opposed to having all customers with a common due date, the claims by the customer are largely false. One, we have agreed to waive late charges for customers who
received a one-time due date adjustment which resulted in some customers receiving utility bills only two weeks apart. We recognize the strain this one-time adjustment will cause and because of this, we will waive late fees to customers who contact our utility billing office and speak to a customer service representative. We have also relaxed the rules governing payment extensions, allowing customers who contact our office to pay the second bill out over a two or three month period. Referencing the customer’s Desired Settlement that reads, “allow us more time to cover our double bill”, I will say that this time has been granted, as long as the customer contacts our office and requests the additional time.
