PLEASE get rid of this guy. Not at all impressed. We have had several rude and disturbing encounters with this individual.

FRAUD - FAKE DEBT COLLECTION SCHEME - SO CALLED 'CHARGE BACKS'

LCAM #XXXXX manager [redacted], owner FLORIDA COMMUNITY MANAGEMENT SERVICES INC. or “FCMS” - XXX-XXX-XXXX - XXX [redacted] - [redacted]@hotmail.com and P.O. [redacted] XXXXX - run a fake debt collection scheme that defrauds home owners' associations, condominium association members and owners. These owners do not owe money.

There is no Statutory nor documentary authority nor contract to indebt them. Fraudulent billing is attempted theft. It is mugging in slow motion.

[redacted], a Community Association Manager licensed under the State of Florida - LCAM #XXXXX - owner of Florida Community Management Services Inc., has devised a scheme and artifice to defraud HOA, condominium association Members, unit owners and others of money.

It is part of the scheme that the suspect(s), including [redacted], FLPD Case# XX-XXXXXX through one or more of their agents contact owners falsely claiming that a unit owner owes money for services they or their agents had themselves had contracted for the HOA or condo association as a whole.

UNDER the Fair Debt Collection Practices Act (FDCPA), a "debt" is
created whenever a transaction creates an obligation to pay; a "transaction" must involve, at a minimum, some kind of business dealing or other consensual obligation. Consumer Credit Protection Act, § 803, as amended, 15 U.S.C.A. §1692a. NO TRANSACTION TAKES PLACE, NO "CONSENSUAL OBLIGATION" IS CREATED.

Large sums of money are involved. Vendors (plumbers, electricians etc.,) are in regular attendance one or more days every week. They are rarely supervised by either FCMS or directors if at all. This creates an opportunity for financial abuses such as KICK BACKS.

NO CONTRACT or undertaking exists for services other than those already paid for in advance and covered by regular monthly maintenance payment or periodic general assessments approved by the association members.

DOUBLE-BILLING. [redacted] & FCMS have already been paid to manage building but use vendors to investigate leaks and other tasks thereby billing HOA and CONDO ASSOCIATION members TWICE.

PLUS To invoice owners directly is in effect to DOUBLE-BILL since individual owners have already paid for these services through their monthly maintenance assessment.

ELDERLY VICTIMS. Suspects are using false statements and invoices to shake down targets, some elderly ( in their sixties, seventies and eighties) into giving them large sums of money.

In most cases NO SERVICES ARE PERFORMED and if any are performed, they are UNSOLICITED.

AGGRAVATED PERJURY. To claim an emergency or emergencies exist when owner has switched off water and alerted staff to same before plumber’s or another vendor's arrival and to claim that some services are rendered is additionally false and perjurious.

FTC, FCCPA, FDCPA Violations. “FCMS” is operating as an unlicensed collection agency UNDER THE HOA OR CONDO MASTEHEAD violating FCCPA and FDCPA.

Claiming target and/or victims would suffer dire consequences including “ a lien being placed upon your property” which would damage their credit score and financial reputations and additional expenses “including but not limited to Notice Letters sent, legal fees, interest charges, handling costs, etc.,” violates several Federal statutes.

PERSONAL GAIN. Money extracted from victims is used to pay for services frivolously requested, and the perquisites and personal expenses of the HOA/condominium association directors who are FCMS client.

KICK-BACKS. Large sums of money are involved. Due to the increased volume of call-outs, and the lack of any supervision, vendors monitor their own time, set their own fees, providing fertile ground in this instance, for kick-backs, between the Florida licensed community association manager - “LCAM” - [redacted], the condominium manager, Florida Community Management Services Inc.,
