Hired Florida Roof Services, LLC through Home Advisors/Home Depot. Signed contract Oct 23, work done Oct 28,2019. I was told by owner, Jeff R. he would pull the permit Oct 23. Paid 50% of work by credit card, Capital One $1500.00. Work started and completed Oct 28,2019. Mr. R. came to my home for final payment. The third time I asked him for the permit. Mr. R. left it on his desk and would bring it by the next day. I paid the full amount by Capital One, $2390 for a total of $3890.00. Mr. R. did not show up with the docs or permit the next day.
After several phone calls, text and emails, I called Home Advisors and was told by their customer representative to cancel my credit card charge which I disputed. After several calls back to Home Advisors, I was told their customer service person should not have told me that and since I am disputing the charge they can no longer talk to me. I called Mr. R. and told him I stopped the charges and would pay him when he obtained the permit and gave me all the docs I had been requesting.
I checked with the permit dept. City of Tampa, Fl and was told Mr. R. never pulled the permit for the work. More than 30 days after the work was done, Mr. R. pulled the permit, the city inspected. Mr. R. came to my home December 10,2019 with a closed permit, warranty papers and new receipt for cash payment since the charged funds were removed from his bank account.
On January 2, 2020, I received two letters from Capital One telling me my dispute was denied because Mr. R. payment system, Square, Inc. said this was a valid charge and it went back on my card and paid to Mr. R.
I called Mr. R. to tell him about the charge and asked him to pay me back the monies I paid in cash. He said, he never received the money, closed his banking account and Square, Inc. account. I have disputed the charge with Capital One but they have proof the money went to Square, Inc/Florida Roof Service account. I have to get the money from Mr. R.
Florida Roof Service/Mr. R, spoke to him Feb.10, 2020 and told him I had proof that Capital One did pay his bank and he wanted to know what his banks name is which cannot be given out. This will go further into the legal system for payment. I am a Senior single woman that trusted too many people.

Desired Outcome

I am filing complaints to every consumer department in Florida. I see a resolution will only take place in court.

Jeff overextended himself and admitted that to us, showed to collect progress payments, and said they couldn't keep working without them. ROBBED
We signed contract in December 2018 after we were displaced by Hurricane Michael. Dave Y. sold the job, he stopped returning phone calls, although he did ask us to be patient, that they were in it for the long hall and were working feverishly to complete our jobs and many others. Jeff R. came out to assess all of the work to be done. He was to do a roof and garage close in for the house we were staying, which was my mother-in-laws (senior citizen). My husband and my 2 young children and I could not stay in our other home due to mold and gutted contents. The roof on house #1 was started in January, shingles stripped, paper applied, progress payment collected, and then 7 months go by with still no roof, into a new hurricane season, and little to no communication. Garage on house #1 was ripped off, plywood applied, all woodwork trim ripped off front and drywall done inside garage, progress payment collected, and they were gone. On our family home, home #2, we waited months for insulation to even be dropped off, ceilings went up first in April, drywall took weeks to hang, the work was not comparable to how the home looked prior to the storm aside from the tall baseboards. The team left drywall compound all over my wood floors, attempted to clean it up, but it's still there, mounds of drywall compound all over the garage floor in house #2, garage door never replaced, my home windows never got replaced, and when they replaced the ceiling they took out our vent to our hot water heater. The company that came out to fix it, when we happened to notice it one night said my family could have died from carbon monoxide poisoning. Jeff R. told me after months of desperation to get my children back to their home, that if I didn't provide the progress payments that he would not be able to keep a team active. He took the payments and he ran. He had no intention of helping, and the team at my house stated they were not paid by him either. He robbed us, straight up. My father drove to Pete W. house and work started up with finishing drywall, but after Jeff R. collected progress payments, Pete no longer helped and stated he couldn't be bothered with our calls. In total Jeff R. took over $40,000 from our insurance money and did VERY LITTLE of the work he promised. Unfortunately it is extremely hard to proceed with legal action on a contractor, so we had to start over with NO MONEY. Our house remains unfinished and will, because we cannot afford to fix it. My family deserves the entirety of progress payments given to Jeff R., as no further work was completed, for both homes, that amount would be in upwards of $15,590, and that amount would not cover a fraction of what we lost by choosing this Florida Roof Services in a time of need. Jeff R. is a criminal and should be charged as such.

Desired Outcome

My family deserves the progress payments back at the very least. That amount is in upwards of $15,590, and I am rounding down. A majority of the work was not completed for the 3 separate contracts we signed with Dave Y. and Jeff R. We had to replace the roof on house #1 out of our own pocket. The cost out of pock for us, after already giving Jeff R. and Florida Roof Services over $10,000 to strip my roof of shingles, was $8,250, just about the last of our insurance money.

One because you have to choose. Jeff is the most dishonest person you can ever encounter. He will call repeadly to pick up money which he is prompt there, but his work is trash. He claims there are warrantys on labor and shingles but wont call anyone back. We had two roofs done in 2017 and both leak. Tried to sell our investment property which Jeff did that roof.....it has a leak and missing shingles and will not return anyones calls. So the warranty he claims is valid is pure ***. Im not sure how he lays his head down at night with ease.

I have not had my roof completed since 14 Jan 2019, after they have been paid $16,320. They do not return phone calls.
Contract was signed on 27 Dec 2018 to have my roof done. Check was issued for $10,880 to start work, they removed old shingles and placed covering on (peel and stick), they were paid an additional amount of $5440 on 14 Jan 2019. Jeff W. and David Y. does not return phone calls.I contacted Bay County sheriff's office on 18 Mar 2019 and the deputy called Jeff R. and he stated that I was # 2 to have roof completed and Jeff W. informed the deputy the the roof would be completed within ten days. They have not been to my property since Jan 2019.

Desired Outcome

Reimbursement of $11,320. I need to have that returned so I can get another contractor to finish the roofing project.

Paid FL Roof Services LLC a total of $10,660 for re-roof, began work without permit and did not return to finish.
11/29/18 - Signed contract w/FL Roof Services, LLC for roof repair following Hurricane Michael in Panama City, FL. Both Jeff R. and Dave Y. were at my address that day to receive payment. Paid $7,110 (50% down) to open contract, then another $3,555 (25% draw) when crew began work on 1-7-19. Old roof was removed, and some decking repair finished before underlayment was installed over both repaired and unrepaired areas. Leftover materials were left on roof for weeks before I had to remove them myself to prevent further damage to unfinished roof in frequent winter storms. Discovered subsequently that all work to date was done without permit from the city. Phone calls for progress reports met with similar excuses as other complainant I see here on Revdex.com site from 12/26/18, all with no offer of refund of any kind. Dave Y. emphasized in the two phone calls I had with him that he is simply a salesman for the company, and has no direct hand in the company. He offered no assistance, other than have Jeff R. call back leaving voicemails repeating the same inexplicable excuses. No materials have been delivered, numerous leaks from incomplete work causing other damage have occurred. Either this company is engaging in open fraud and getting away with it (so far) or they simply lack the ethics that prevents one from taking money from recovering hurricane victims and leaving them vulnerable without a hint of acceptable explanation. I have had to move my disabled mother 400 miles away to stay with family because we have no acceptably dry room to keep her in. Since I'll likely have to come out of pocket to complete the work, I won't be able to move her back any time soon. It's bad enough to survive a disaster of this magnitude, but then to have to endure this..... Dave, Jeff, Peter,I can only surmise you had better use for the $10K than I did. Enjoy.

Florida Roof Services LLC. will not return my calls , answer my emails, or respond to the certified letter I sent regarding my roof tiles.
Florida Roof Services started a Reroof for me due to hurricane Irma in may 2018. I was told at that time it would be about 8 weeks to receive the roof tiles. Next I was told by Jeff R. it would be august 10th. After august came and went I was told the tiles were several weeks out. Now They are not answering the office phone XXX-XXX-XXXX, Not answering cell XXX-XXX-XXXX or the new cell # I was given by Jeff R.. The salesmans # says it is no longer a working #(Dave Y.) I have left numerous voice messages asking to please call me. I have also sent a certified letter requesting some kind of proof my tiles have been ordered.I need a roof on my home. The underlayment has been exposed now over 6 months. The manufacture says its good exposed up to 6 months. I also need to know what they intend to do about that.There was never a permit posted on my property for doing the roof.I did check and they did pull a permit but it has since expired . I want to know when and if they are going to take care of my roof.If not I need a refund so I can hire another company. Florida Roof Services were given 2 checks in the amount of 11,310 for a total of$22,620.

I need the underlayment addressed since it has been exposed to the weather for 6 months. I need my roof finished. Or I need a refund so I can Hire another company to get the job done.I need communication, someone to answer my calls .

There has been no response. I made contact on Jan. 28,2019. Jeff R. said he would get with secretary and send me proof tiles were ordered. as of 2/13/2019 have not heard back from him. And again he is not answering my calls.

We had a roof put on our Florida room in April and developed a leak. I've called I don't remember how many time (the guarantee was 2 years on material and workmanship) no call back nothing. I wouldn't recommend these people to anyone.
