July 3, 2017RE: [redacted]Complaint ID [redacted]To Whom It May Concern,Please see a timeline of events in response to [redacted] complaint. On 3.24.17- Initial consultation with Dr. Foster for hyperpigmented areas on face.  Dr. Foster recommended a series of 3 IPLS. On...

3.31.17- [redacted] received her first IPL treatment by Kelly W[redacted]r, RN. Multiple hyperpigmented areas were treated conservatively. [redacted] did not tolerated treatment well. Was uncomfortable. Kelly recommended that she come in early for her next treatment and numbing cream would be applied. Skin care and post treatment instructions were given at that time. On 4.28.17- [redacted] received her second IPL treatment. Numbing cream was applied and Dr. Foster performed the IPL on the patient. Again, post treatment instruction were given. On 5.1.17- [redacted] called the office and complained of stinging- Dr. Foster advised the pt to apply hydrocortisone cream.On 5.4.17- Follow up with Dr. Foster. Dr. Foster noted some crusty areas which is a normal response to IPL. On 5.15.17- Follow up appt with Dr. Foster. Darkened areas noted to spots that were treated. Recommended Hydroquinone twice daily. On 6.15.17- [redacted] called the office to request medical records. That same day she came into the office to sign the necessary documentation and Kelly W[redacted] could see that she was visibly upset. She asked her if she was ok and [redacted] responded, “no”. Kelly W[redacted] then asked if she would please allow Dr. Foster to speak with her and she agree to do so.  [redacted] was placed in an exam room. Dr. Foster and Kelly saw her; she explained that she has dark spots where she was treated with the laser. She stated that she had been to see another doctor who treated her with an ointment.  Dr. Foster explained to [redacted] that she had hyperpigmentation of the treated areas. He explained that this is a common side effect of the treatment as was discussed prior to being treated verbally as well as in a consent form that [redacted] signed. [redacted] understood this but refused to believe this would improve over time. Dr. Foster offered to continue care for her but [redacted] was only interested in a refund at that time. Kelly explained to her that we have a no refund office policy. [redacted] then became very loud, angry, argumentative, and hostile. At that time, Kelly asked her to please leave. As she was being escorted out of the office she was yelling negative comments about Dr. Foster.  Kelly then explained to her that she was not to return to the office or the police would be called. Given the above circumstances, we will not be refunding [redacted] the $700 that was requested. Please feel free to contact me with any questions you may have. Kind Regards,Kelly W[redacted]Practice Administrator[redacted]
