About Framework Homeownership:
Framework is managed by two non-profit HUD-approved housing counseling
intermediaries. On average, the course takes about six hours to complete. Most
users complete a few lessons at a time, and the course saves the user’s
progress through the last lesson completed....

Generally, all sales of the course
are final, information that is posted prominently on the registration page, and
in the Terms of Use, which each user agrees to before registration or payment. On 10/22/2015, the user, [redacted],
purchased the course. He completed 90% of the course within four hours, which
is within the average and normal time range for completion. The next day, on
10/23/2015, he contact our Customer Support Team to request a refund due to
technical difficulties. Framework Customer Support offered
several solutions to remedy [redacted]’s technical difficulties, although his account
did not reflect any technical problems being caused by the course or website.
[redacted] reported that the course was freezing, thereby delaying his progress,
but he completed the course lessons well within the expected time range. When
he contacted Support, [redacted] was informed that he was using an out-of-date and
unsupported internet browser to complete the course (He was using ** 9, where
** 11 is the most recent version). We provide a list of our supported browsers
on our publicly available website at http://www.frameworkhomeownership.org/support.
Support recommended that he switch to using a supported browser, which he
indicated he was not willing to do.Support initially denied [redacted]’s
refund request on the grounds that he had already used the product, and the
technical difficulties he reported were caused by his using out-of-date
technology, rather than by any problem with the product itself. He gave no
indication at that time that he was unable to access another device to complete
the course. After learning this information and
reviewing the complaint, Framework has contacted [redacted] and issued a full
refund of the course fee.
