In the complaint, Ms*** stated that in 2001, while as a student at Franklin University, she occurred a balance on her student account. She stated that, while enrolled in classes she terminated from her employer and that employer would no longer pay for the classes since she was no longer an employee. She did not have the resources to pay for the courses at that time which resulted in a balance on her student accountOn Friday, May 26, 2017, Ms*** stated that she came to Franklin University to meet with a representative from the Business Office regarding this balance and to obtain her transcript. She alleges that no one from the Business Office was willing to meet with her, face-to-face, regarding her outstanding balanceShe is requesting for Franklin University to release of her academic transcript Franklin University has investigated these claims and determined Ms*** incurred a balance on her student account due to being registered and completing courses during the fall termThe current balance on Ms***’s account is $3,It is Franklin University’s policy, as stated in the Academic Bulletin, that no student will be issued an academic transcript or record whose financial obligation to the University has not been satisfiedFranklin University’s Welcome Center documented Ms***’s visit on Friday, May 26, 2017. Franklin University’s Business Office meets with students via phone and email; however, at this time, the office does not meet with students face-to-faceThe Welcome Center representatives provided her information regarding her request to receive her transcript and attempted to accommodate her request to speak to someone from the Business Office by calling the Business Office and allowing Ms*** to utilize their phone at the front desk. I reviewed the response made by the business in reference to complaint ID ***, and find the resolution is satisfactory to me

I am rejecting this response because:I still feel not meeting face-to-face is unacceptable, I have contacted offices at Franklin in the past with no response why would I feel I would have gotten one now The only option given to me was to make a payment or pay in full By speaking with someone face-to-face maybe more options or other options would have been able to be used to make this good on both sides For a higher education not be willing to assist a former or current student (due to other reviews I have read) is the reasons by I am not accepting this

I am rejecting this response because:Contrary to the response from Franklin University, I was not notified of the rejected appeal in June If I was notified, I would not have enrolled for the next semesterI still have all email communications in my student email from Franklin UniversityThere is no notification either by email or regular mail of rejectionI found out about the rejection when I called in after receiving a billI am a single mother of three children, one of which is attending collegeMy annual salary is less than 35000, I would not put myself into debt knowing that I cannot afford to pay for classesMy efc for financial aid is zeroFurthermore, Franklin University cannot determine if I am able to complete what I needed to complete within to termsThe only reason my current pace completion rate was low is due to natural weather disasters occurring in my state in which there was no electricity for internet connectionIn addition, the Pace completion rate was never discussed before this year, this is something that should be fully explained to students upon enrollment

I am rejecting this response because:Their second response is still not acceptable I do believe again my privacy was violated by only giving me an option to speak at the front desk even on the phone at the front desk and not able to meet with someone face-to-face I feel bad but from other reviews I have found I am not the only student/former student who has had negative experiences with Franklin University It is really sad because I am to class from getting a yrs degree and hold a GPA here The other point they made was for me reach out to them and with my email and best contact information I have left that information before and someone from the university did contact me via email before they got notice I files this compliant So why can't the business office contact me, it seems like if they ignore you, you will go away

promote the educational mission of the University and encourage respect for the rights of others.  Franklin University is committed to providing a positive experience for its students.  In the complaint, Ms. [redacted] claimed that on May 9, 2017, she requested her Columbus State Transcripts to be sent to Franklin University via Credentials Solutions (e-transcript).  She stated that Credentials Solutions verified that Franklin University received the transcripts (electronically in PFD format) on May 11, 2017 and were accessed by a Franklin University representative. Ms. [redacted] claimed that Franklin University has stated they have not received the transcripts and have not allowed her to enroll as a result of the missing transcript.  She stated that Credential Solutions has provided proof that her transcripts have been received and she should not have to assume the financial burden of having them resent to the University.  She is requesting Franklin University retrieve the originally sent transcripts, remove the transcripts as a requirement, or assume the cost to re-request the transcripts from Columbus State. Franklin University has investigated these claims and determined Franklin University Transfer Credit Office received an e-transcript from Columbus State Community College (CSCC) for [redacted] on May 11, 2017. It was scanned into the University’s OnBase system and coded as received in our Colleague Student database. It was attached to an inquiry in our system with the last name Boynton. This transcript was not connected with the last name [redacted].  As a result, there were multiple accounts created, each being incomplete.  On August 2, 2017, the Transfer Credit Office attached the Columbus State Community College transcript to Ms. [redacted]’s file, and now show that all transcripts have been received, and her file is complete. Additionally, the multiple records for Ms. [redacted] have been merged. As a result, Ms. [redacted] is eligible to move forward with the admission’s process to enroll at Franklin University.  A Franklin University representative will contact Ms. [redacted] to move forward with the enrollment process.  The examination of all factors for this compliant indicates that the treatment of Ms. [redacted] has been consistent with University policy.  Franklin University will take no further action with this complaint.  Franklin University stands by its established processes and policies and remains committed to being consistent and fair to all students.  Franklin University is committed to being an inclusive community free from all forms of discrimination and harassment.

of the University and encourage respect for the rights of others.  All students have responsibilities as members
of the Franklin University community and are expected to uphold and abide by
certain standards of conduct embodied within a set of core values that include
honesty and integrity, respect for others, and respect for campus community. Franklin
University is committed to providing a positive experience for its
students.  In the complaint, Ms. [redacted]
claimed that in 1998, as high school student, she took classes at Franklin
University.  She claims that these
classes were paid by her high school. When trying to enroll at another
institution, she requested her transcript from Franklin University.  She was informed that she has a hold on her
account due to a balance from 1998.  She
disputes these charges and believe they should have been paid for by her high
school because she did not have any out-of-pocket expenses. She is requesting
the removal of the balance remaining on her account and the release of her
academic transcript. Franklin
University has investigated these claims and determined Ms. [redacted] incurred a
balance on her student account because of being registered and completing
courses during the fall 1998 term. Ms. [redacted] took classes with Franklin
University over two terms, winter and fall 1998.  In the winter 1998 term, while still a high
school student, she completed classes and was not charged for those courses.  In June 1998, according to an unofficial
transcript on Ms. [redacted]’s account, she graduated from Independence High
School.  Ms. [redacted] then registered and
took additional courses in the Fall 1998, while no longer a high school
student, incurring a balance on her account.
Additionally, during the fall 1998 term, she received the Ohio
Institutional Grant, Pell Grant, and the Ohio Student Choice Grant, none of
which are available to high school students.
After attempts by Franklin University to receive payment from Ms. [redacted]
for her student balance, in March of 1999 the balance was forwarded to a
collections agency, Thomas & Thomas. Ms. [redacted] received communications from
this agency, and in February of 2000, sent one payment of $50 to pay toward the
debt. In 2003, the account was closed with Thomas & Thomas and was sent
back to Franklin University.  The
remaining balance on the student’s account is $836.54.  It
is regrettable that this experience has not been positive for Ms. [redacted].  The examination of all factors for this
compliant indicates that the treatment of Ms. [redacted] has been consistent with
University policy.  As a result, Ms. [redacted]
is responsible for her outstanding balance with Franklin University and will
not be eligible to receive her official transcript until restitution is made
for this balance. Franklin University will take no further action with this
complaint.  Franklin University stands by
its established processes and policies and remains committed to being
consistent and fair to all students.
Franklin University is committed to being an inclusive community free
from all forms of discrimination and harassment.

employees promote the educational mission of the University and encourage respect for the rights of others.  Franklin University is committed to providing a positive experience for its students.  In the complaint, Ms. [redacted] claimed that in 2008, she was required to file bankruptcy.  She claims that included within that bankruptcy was her outstanding balance with Franklin University, specifically showing [redacted] collections for Franklin University. In 2009, the bankruptcy was discharged.  Ms. [redacted] is attempting to return to college and is unable to receive her transcript from Franklin University as a result of Franklin University’s inability to verify the balance discharged in the bankruptcy.  She is requesting Franklin University to release her transcript. Franklin University has investigated these claims and determined that in 2008, Ms. [redacted] had an outstanding balance with Franklin University. Franklin University submitted the account to [redacted] Collections Agency to collect the resources on behalf of the University. During the summer 2017 term, Ms. [redacted] contacted Franklin University’s Business Office regarding her inability to receive her transcript. It is Franklin University’s policy that a student is responsible for their outstanding balance and will not be eligible to receive their official transcript until restitution is made for this balance or a bankruptcy discharge can be confirmed.  Franklin records did not include any documentation verifying Ms. [redacted]’s claims that Franklin University was included in any bankruptcy filing and denied her request to receive her transcript. Franklin University’s Business Office further investigated these claims by reviewing the court filings/determination regarding Ms. [redacted]’s bankruptcy (online). Upon this examination, they were able to verify that Ms. [redacted]’s bankruptcy did include [redacted] with a notation of the account related to Franklin University.  As a result, Ms. [redacted]’s hold on her student account was removed and she is now eligible to request her official transcript from Franklin University’s Registrar’s Office. The examination of all factors for this complaint indicates that the treatment of Ms. [redacted] has been consistent with University policy.  Franklin University will take no further action with this complaint.  Franklin University stands by its established processes and policies and remains committed to being consistent and fair to all students.  Franklin University is committed to being an inclusive community free from all forms of discrimination and harassment.

and encourage respect for the rights
of others. All students have responsibilities as members of the Franklin University community
and are expected to uphold and abide by certain standards of conduct embodied within a set of
core values that include honesty and integrity, respect for others, and respect for campus
community.
Franklin University is committed to providing a positive experience for its students. In the
complaint, Ms. [redacted] claimed that she incurred a balance on her student account as a result of
misinformation and a lack of communication. She alleged that Franklin University staff
misinformed her about the status of her appeal and suggested that she remain in her courses. She
further alleged that she was not informed of the unsuccessful appeal of her financial aid. She
claims that if this information had been provided, she would not have remained in her courses and
would not have incurred the balance. She is requesting restitution for the balance remaining on her
account and access to her official transcript.
Franklin University has investigated these claims and determined Ms. [redacted] incurred a balance
on her student account as a result of courses taken during the summer 2015 term as a result of not
being eligible for financial aid during that term. The student was notified that her Financial Aid
was withdrawn on April 29, 2015. She appealed the eligibility status of her financial aid via the
Satisfactory Academic Progress (SAP) Appeal Process on June 19, 2015. The SAP Appeal was
reviewed by Franklin University’s Financial Aid Office and they notified Ms. [redacted] that her
Appeal was denied on June 25, 2015. The rationale for denial of this appeal resulted from the
determination that the student will not be able to meet minimum pace completion rate of 80%
within 3 to 7 terms. The student has attempted 102 credit hours and only successfully completed
66 hours. The student’s current pace completion rate is 65% and student must be at an 80%
completion rate to be eligible for financial aid.
It is Franklin University practice to log all student interactions and communications. As mentioned
above, Ms. [redacted] was notified at the conclusion of the Winter 2015 academic term on April 29,
2015 that she was withdrawn from Financial Aid. In this communication she was informed that,
Renner, 1/20/16
“If you are enrolled while your appeal is pending and your appeal is denied, you will be responsible
for all tuition and fees accrued.” Ms. [redacted] elected to stay in her courses for the Summer 2015
term. As previously stated, she appealed this decision and was notified on June 25, 2015 that the
appeal was denied and that she was no longer eligible to receive any Title IV Federal Financial
Aid at Franklin University. The letter stated that, “You may continue your enrollment at Franklin
University, but will be required to pay out of pocket or, if eligible, you may utilize state aid funding
or private education loans to assist in payment of any balance.” She again elected to remain in her
Summer courses, and as a result, incurred the balance on her student account. Franklin University
has no record of her discussing this matter with her academic advisor.
It is regrettable that this experience has not been positive for Ms. [redacted]. The examination of all
factors for this compliant indicates that the treatment of Ms. [redacted] has been consistent with
University policy. As a result, Ms. [redacted] is responsible for her outstanding balance and any
interest incurred on her student account. It is Franklin University’s policy to not release a student’s
official transcript if there is a balance on that student’s account. Ms. [redacted] will be eligible to
receive her official transcript when her balance is paid in full Franklin University will take no
further action with this complaint. Franklin University stands by its established processes and
policies and remains committed to being consistent and fair to all students. Franklin University is
committed to being an inclusive community free from all forms of discrimination and harassment.

She claimed that her transcript was not received by Hondros College and alleged that Franklin University did not send the transcript. She claims that Franklin University would not email or fax her transcripts to the other institution. Additionally, when requesting access to her Franklin University student account she was informed that the account was disabled and that since she was no longer a student would not regain access to the account. She is requesting that her transcripts be sent (emailed or faxed) to the other institution.Franklin University has investigated these claims and determined Ms. [redacted]’s transcript was mailed on January 13, 2016 to Hondros College. Ms. [redacted] called Franklin University’s Registrar’s Office on January 27, 2016, stating that her transcript was not received by Hondros College.  As a result, a Franklin University Registrar’s representative printed another transcript and mailed it to Hondros College that same day, on January 27, 2016. It is not Franklin University’s practice to email or fax a student’s unofficial transcripts.  Franklin University will only email student transcripts if the transmission is done on a secure server.  This is done for the protection of the student’s information as it is a FERPA concern.  Additionally, it is Franklin University practice to terminate a student’s email account after the student is separated from the institution for one year. A former student’s account will only be reactivated if the student reenrolls with the institution. It is regrettable that this experience has not been positive for Ms. [redacted].  The examination of all factors for this compliant indicates that the treatment of Ms. [redacted] has been consistent with University policy.  As a result, Franklin University will not be emailing or faxing the student’s transcript to Hondros College.
