Residential warranteed re-roofing completed Dec 07,2011. Oct 26,2012 rains roof failed causing extensive interior damages

[redacted] and [redacted] (92 and 90 years), homeowners.
Contractor issued ten-year labor warranty.
Materials manufacturer (Versico) warranty for 20 years.
Work completed Dec 07,2011.
Homeowner paid in full contract price of $9,916.00.
Scope of work included new roofing at 2 of 4 bid item areas: Garage and Garden Room.
Based on site survey recommendation of Curtis Roofing principal, WE [redacted], homeowners accepted advice in favor of full perimeter patching; redesign of roof drains; and new flashing to match existing roof at remainder of bid area.
Oct 26, 2012 rain storm resulted in living room roof failure causing extensive interior water damage to ceiling,walls,flooring, and furnishings.
Insurance immediately responded providing water cleanup,dry out of structural elements and flooring, etc. Insurance will not pay for additional roof failure water damage.
Curtis Roofing given same day notice of roof failure. Homeowner request for Curtis action.
Oct 27-31: No response to homeowner calls from Curtis.
Oct 31, 2012: Rain storm forecast. Homeowner requests Curtis Roofing to tarp the failed roof area to protect interior restoration work. No response from Curtis.
Insurance company interior contractor installs temporary roof cover to protect interior space work against rains.
Nov 01: Clear and warm weather forecast for 5-7 days.
Homeowner call returned by Curtis for first time. Curtis agrees to survey the failed roof section. Curtis afternoon roof survey determines seam heat weld failure at NW corner of living room and related workmanship failures.
Nov 02-07: Homeowner daily calls to Curtis- no response.
Nov 08: Curtis schedules crew to tarp over temporary cover placed by insurance contractor - failed to show up.
Nov 09: Curtis crew places second tarp cover.
Nov 09-13: Curtis does not respond to homeowner calls or emails.
Nov 14: Curtis email bid to place new roof at patched areas received. $6,720.00. No warranty reference.
Bid rejected as incomplete lacking work area diagram;definitions; dimensions; material specs; etc.
Nov 21: Curtis revised bid proposal dated Nov 19 emailed to homeowner. Scope of work references 3 general work areas proposing new roofing. Incomplete specifications.
No extant warranty reference.
Nov 26: Homeowner notice to Curtis that warranties are in full force and effect as per California law covering entire scope of work contracted. Request for immediate action.
Dec 07,2012: No response to homeowner from Curtis to date.
Status: To proceed with interior renovations it is required that the roof be secure against all conditions. Insurance has remediated the water damage and mold, etc., threat.
Insurance contractor has done interior demolition of ceiling and walls.
Any further work awaits Curtis response or homeowner legal steps.
Elderly homeowners are without more than 25% of their living space.
