Full Access Web Design

Paid upfront for services not rendered. Asked for refund and have been lied to along with no communication.In January 2016 I had a call with [redacted] owner of Full Access about having him work on my website. The agreement entailed a full web redesign within 2 weeks and quarterly maintenance if I paid for the services in full upfront. Due to his promise of speedy design I felt paying upfront ($500) was warranted and did so happily.Minor tweaks were made within the two weeks, after that [redacted] had fallen behind and rarely communicated what was going on. I continued to send emails and files with no response. After I sent an email not being so kind and sounding displeased her finally responded with the excuse that he lost my emails due to him switching servers. I question that this is really what happened. After apologizing [redacted] finally sent me in March a view of what my redesign would look like. Again, nothing happened. No design, no communication and no logging in on my site at all. With the entire month of March flying by with no services and being notified by clients that my contact form has been broken so I can not receive communication from potential new clients, as well as many updates to plugins being expired my site has been below standard and is causing me to lose business. I notified [redacted] by email in April (April 17th) that I wanted a refund. He agreed to refunding me the money while also stating he had no excuse as to why the work hasn't been done. I asked for the refund no later than Friday April 22nd. I did not hear back from [redacted]. After reaching out to him via [redacted], he finally responded that he did issue a refund and wasn't sure what happened. I have not received any information of a $500 refund being issued to me and I just want my money back so I can repair my site with a new designer. I also have found two other complaints online from businesses that have said the same "he took our money and ran". I do not want this to be the case, I just want my money back so I can move forward with my work.Desired SettlementFull refund as soon as possible.
