Unfortunately, the person handling the claim at the California State Contractors Board, initially, scheduled a time to come out and view the poor workmanship, but didn't show up for our scheduled appointmentWhen she didn't show up, I called her and asked where she was and if she needed directions. She then cancelled our appointment and told me she didn't need to come out as she had enough information from my complaint and it was obviousShe never looked at the job and never saw it first-handAll the other professionals including Mr***'s own "expert" who actually came on site (and there were many professionals) and witnessed the work *** did, concluded that the work was completely substandard and even dangerous and unsafe for my family
In response to my complaint, the California State Contractors Board has indeed issued a written warning to this contractor for several violations - One of the violations he is being cited for is knowingly requiring an illegal excessive initial deposit of $11,on this job of $44,It is illegal to charge an initial deposit of $1,or over 10% of the total job amount. Mr*** knew this but charged us anyway, and we paid it. We did not know it was illegal for him to do so.
Because this contractor had no prior actions against him, the board did not suspend his licenseAny future violations will result in the loss of his licenseMy concern is that without proper disciplinary action, Mr*** will continue this practice potentially causing harm to future families
His own bonding company did a thorough, on-site investigation and found several code violations and numerous instances of poor workmanshipThen posted the bond for the full amount on the project.
Finally, Mr*** was paid in full for the granite to be used in this projectOnly part of the granite was installed before he was terminatedAfter his termination, he refused to release the granite to us and told his fabricator it was his and not to give it to usWe need that granite as those slabs match the granite already installed previously by Mr***. A satisfactory result to end this for us would be for Mr*** to release our granite so we may complete the job

Review: Contractor presented owners with a contract containing multiple illegal provisions. Owners were completely unaware of this. Contractor required $11,000 up front, (which was paid by owners one week before contractor started), on a $44,000 contract which is greater than $1,000 and greater than 10% which is also illegal as per the CA Contractors License Board. According to the CA Contractors License Board, all change orders are to be in writing. His contract provision regarding change orders is illegal as it states that change orders can be verbal or written. As per the Contractors License Detail on the CA Contractors License Board website, the contractor has no workmans comp insurance for his workers. This contractor told us that he had such insurance before he began work on the project. This contractor also never presented us with the notice to owner warning about property liens. Also, according to the CA Contractors License Board website, it is required to have a 3 day right to cancel policy contained within the contract, but there was no such provision in his contract. The contract was negotiated and signed at the owners home. Contractor repeatedly lied to owners, cut corners throughout the project, hid important items, covered up mistakes, agreed to use specific materials then substituted sub-standard materials then tried to hide those materials from the owners by covering the materials up and then moving the project along before owners would find out. Hired incompetent workers and obtained professional advice from a stucco professional who was supposed to be an expert, but was incompetent in his assessments and recommendations. Contractor told us that his stucco expert told him our stucco problem was only due to paint. Owners repeatedly voiced concern that they did not think his Stucco experts opinion was correct. The contractor continued to build counters and structures up against the house stucco in spite of owner telling him to stop until owner could meet with contractors stucco expert at the house to have him prove to owner it was not something worse than paint. Contractor ignored owner and kept building, readying the ground for slab to be poured up against the house. Immediately prior to Contractor pouring concrete up against the house and stucco, owner hired his own stucco expert who found that the stucco problem was much more than paint. In fact, the entire side of the house was rotting away and the situation was extremely dangerous. The rot at the North West corner of the house was so extensive that the house would have collapsed in a short period of time weeks or months. Contractor was terminated. New contractor is finding that [redacted]'s work was bad (straight walls are warped, mortar is cracking, stairs are off angle to the wall they abut against, Bar / island area elevation is set too high, drainage is inadequate due to improper elevation of stairs (stairs too high) and will be very difficult to fix since proper elevations were never established in the beginning, rebar was stubbed into walls rather than tied in, mortar inside walls was not vibrated in so walls have voids and are not very strong, etc. etc.). Much of his work is now being be torn out and re-done.Desired Settlement: This project was started 1 year ago but is still not finished because all of [redacted]'s work was substandard and had to be torn out and re-built. Mr. [redacted] was paid in full for the granite and a portion was installed before he was terminated. He now refuses to release our matching granite which we paid for and his fabricator retains.Mr. [redacted] was paid over $29,000 on a $44,000 contract and all of his work was removed and replaced.We would like a full refund so we can finish the project.
