To begin, Ms. [redacted] has not had a clear understanding of our facility's policies and procedures since the start of the enrollment process for her child although extensive time was given to her individually to make sure she was clear.

Ms. [redacted]'s allotment of care, she is given 3 days per week paid by the State and she is responsible for 2 days private tuition and the extension of hours she requested during enrollment. As, the administrative assistant explained very thoroughly to Ms. [redacted] during enrollment, we are a full time facility and because of that she agreed to pay the 2 days not covered by the State and she requested the additional hours due to her schedule. Ms. [redacted] was given a calendar created by the office assistant to help her understand her tuition charges weekly. This was done because she kept saying she was a visual learner and the assistant was trying to accommodate. Our definition of full time is the child is here every day unless ill. This was verbally told to Ms. [redacted] and given in the policies.
Now, Ms. [redacted] paid $80.50 on 11/20/15, which covered the balance from the week of 11/16/15 of $20.50 and the full tuition for the week of 11/23/15. The $20.50 was past due and should have been paid no later than 11/16/15, but because she was new to our facility we were being gracious, as we knew she regularly did not understand. Per policy, late tuition receives a $5.00 penalty which we did not charge Ms. [redacted]. The remaining $60.00 from her payment on 11/20/15 went towards the tuition for the week beginning 11/23/15. The policies listed below outline everything given to Ms. [redacted] during the enrollment procedure and she signed the policy acknowledgement page stating she understood and would comply with the center's policy and will show why she was charged for a full week's tuition.
The following statements are pulled directly from the policy acknowledgement page given during enrollment:
ALL FEES ARE DUE EVERY FRIDAY at 6:00pm. AS OF MONDAY MORNING A $5.00 LATE FEE WILL BE ADDED TO ALL PAYMENTS. IF PAYMENT IS NOT RECEIVED MY CHILD WILL BE DENIED ACCESS AND PLACED ON THE "DO NOT ACCEPT LIST" UNTIL ALL PAST DUE AMOUNTS HAVE BEEN SATISFIED. NO EXCEPTIONS.
Should I decide to keep my child home for reasons other than sickness that is not covered by a doctor's note, I understand I will still be responsible to pay the full tuition price for that week.
The center will be closed on New Year's Day, Dr. King's Birthday, Memorial Day, July 4th, Labor Day, Thanksgiving, the day after Thanksgiving, Christmas Eve, Christmas Day, and New Year's Eve and there will be no reduction in fees for the weeks these holidays fall in.
Additionally, Ms. [redacted] was not charged a late fee for tuition or picking up her child late, so we are unclear where she is getting this from.
Lastly, Ms. [redacted] never spoke with the director, she has been working solely with the administrative assistant, who has taken ample time to help Ms. [redacted] and is quite capable of handling the enrollment procedure. The assistant even offered her a copy of her payment ledger so she could see the charges, and Ms. [redacted] declined.
