This client had her home insulated at no cost through a State Subsidy Program. While we were in the basement, the lights went out. We went over to the Panel box and flipped the tripped breaker, and it sparked. This seems to be a preexisting problem as the home has had little to no... maintenance for a great many years. We can send an electrician over to assess, but anything that is pre existing is the customer's responsibility.
