08/04/2014To Whom it May Concern:I am writing this letter in response of a letter that I received from the Revdex.com on July 30, 2014.l, Galina B [redacted] (Owner of GB Appraisal Services) work as an Independent Appraiser for several management companies locally which I have been involved with for the past yearsI will spell out the process of the proper protocol in regards to real estate appraisals that is required by law since the mortgage business is now government monitored [redacted] applied for his mortgage with [redacted] Mortgage and a consent form was initially signed that he agreed to proceed with the mortgage process [redacted] Mortgage will then send a request for an appraisal order to the third party middle management company which in this case is [redacted] ***Once the appraisal order request is received by [redacted] they will then assign an Independent Appraiser (such as myself) who is approved on their approved appraiser list to complete the inspectionThe fee for this appraisal is collected by the lender ( [redacted] Mortgage) who then pays the middle management company ( [redacted] ***) who then pays GB Appraisal ServicesThis is how every fee collection is arranged for all assigned appraisals in the mortgage industry these days since the government involvement took place years ago.When I received this appraisal order from [redacted] I did my research regarding this request and contacted [redacted] to confirm a day and time to come out and inspect his property [redacted] , PA ***When I arrived for this appointment [redacted] met me at the door and Supplied me with various internet print outs from websites stating that he knows what his property is worth because of the print outs he provided meI explained to [redacted] that there are rules and regulations that apply with this appraisal processI informed [redacted] that I would do my very best job to satisfy his request.I submitted the complete written appraisal inspection to [redacted] which goes through a thorough quality control inspection which was approved in this caseThe written appraisal inspection is then sent to the lender ( [redacted] Mortgage) and the underwriter for this file reviewed the written appraisal inspection and also approved this inspection as well

I am rejecting this response because Galina B*** has yet to provide the reason for excluding a similar property sale (* *** *** ***, PA ***)I received an addendum to MsB***'s appraisal indicating the reason for exclusion to include:
Superior upgrades
Bigger GLA (2,square feet)- Included in the appraisal is a 3,square foot home sold for much less
finished basement
re-insulated attic
vinyl siding replaced with insulated backerboard
High efficiency windows.My B*** failed to indicated that my entire home has been professionally renovated in the last year which includes a brand new kitchen with corian countertops and commercial appliances, brand new bathrooms, New roof ($11.5K) new hardwood floors throughout the entire home Included in MsB***'s appraisal is a home that is much larger than * *** *** *** *** square feet) and it was included because it sold at a much lower price then * *** (382K v480K) According to records of *** Township, no permit was awarded to finish a basement at * *** MsB*** failed to indicate that my attic is also heavily insulated and the windows are high efficiency on my property as well
If MsB*** is unwilling to properly perform the appraisal, which warrants a revision to include * *** Drive, I am expecting a full refund and full disclosure on the unfair and unethical business practices to be transparent on the Revdex.com directory

I am rejecting this response because the home appraisal was purposefully done with the intent of providing a lower value on my property.  This is evident due to an excluded similar property, [redacted] PA [redacted], located much closer with a higher sale value than (3) of the comparisons used in the appraisal.  In addition, I recently had a home appraisal performed by a PA licensed firm who was hired by a different mortgage company demonstrating  a much higher property value.   The final product is not representative of a fair and equatable appraisal.  I continue to ask for a full refund or an re- appraisal of the property.

Review: GB Appraisal Services performed a home appraisal on my property located on [redacted], PA [redacted]. Galina personally performed the home appraisal. The appraisal was done incorrectly and as a result I received an inaccurate assessment. I contacted Galena immediately upon reviewing her appraisal and she has not returned my calls. In addition, she asked me what I wanted the appraisal to be and indicated that she would have to do some extra work to get there. I paid [redacted] bank $495 for the evaluation and I should not pay above market value to get an accurate property evaluation. I was never made aware of any additional costs to reach a higher appraisal. I am requesting assistance to have a non-biased appraisal done on my home.Desired Settlement: Either a refund in the amount of $495 or a non biased appraisal performed at the expense of GB appraisal.
