I got a call from [redacted]n October 22, 2015. He said he could not get an electrician to help him; I told him I am wanting to retire due to medical conditions but I would be out anyway. I thought it might be florescent bulbs or ballast, but I didn't know for sure. I got there, and after checking, found that [redacted] had lost the neutral conductor; it was at the lights and switches at 88 volts. Then he told me the dish washer, garbage disposal, paddle fan in foyer, and a bathroom receptacle did not work. [redacted] said he had called two other electricians before me. One of them was from [redacted]. He charged him $90.00 for the service call; he said he didn't pull wire, which was necessary for the job. He told me the other electrician was from [redacted] and he charged him $50.00 for the service call, but didn't want the job. Mind you, [redacted] said the house is 100 years old. At the first light, I found an extension cord running to the light. The owner had about 14 inches of the wall across counter tops open to the studs. After checking switches and other light I found what we call rag wire. I told him he needed a rewire, he said ok he wanted it done. I gave them the estimate of $1200.00 to $1500.00 and the wife said ok. As soon as I got started I measured the 200 amp panel, it was right behind where the owner had opened up the wall in the kitchen. To start the rewire, I had to drill a small pilot hole to see where I would come out. I knew I might have to open some of the wall in the closet where the 200 amp panel was located. No sooner than I drilled the pilot hole, I heard snap, crackle, pop. I had no idea what I had hit, I knew it was a wire though. I opened up the wall and stuck my hand in, I smelled burnt insulation from 4/0 se cable. I got shocked when I felt the 4/0 se cable inside the wall. I immediately pulled the meter socket from the meter base. I then opened the wall some more. Someone put se cable inside the wall cavity with no protection from physical damage. This is a code violation according to NEC, se cable inside of wall cavity should be protected or in conduit. The service was not 100 years old, someone not licensed did the work in my opinion. The installed 200 amp, newer service se cable was not protected. I cannot see through walls that are covered. It was not an intentional act on my part, I was trying to help. I called AEP to report the problem. A disconnect was needed to make necessary repairs. I had to go to [redacted] to get 4/0 se cable and new se clamps. I removed damaged cable, which was full of water, from the top of the meter base. WP connector was bad or dry rotted. I put silicone on the WP connectors and made the necessary repairs to restore power and continued with the rewire.1figured out how to get the new wire in the attic. I was at a quitting point so [redacted] gave me $500.00 down. I told herlwould return on Friday the 23'1. On October 23rd I rewired the kitchen, I found a ball of wire behind the lower cabinets. I showed [redacted], he said leave it, it goes to the dishwasher. I told him I needed to remove it but I could not reach low enough. [redacted] said don't worry about it, so I went onto the attic. I removed every bit of 4 feet of pink fiberglass insulation to get to the top plate to drill a hole to refeed the kitchen switch and kitchen light. I pulled extra feed for the other paddle fan. I reworked the receptacle on the other side of the kitchen wall and added a GFCI receptacle at the kitchen counter. I wired new feed to 20 amp breaker and then turned on the kitchen receptacles. Everything worked; the kitchen receptacles, dish washer, garbage disposal and one kitchen light. I took pictures. I felt I was at a quitting point; my eyes and face itched from insulation. I made preparations to finish the rest of the rewire. It was late afternoon, I told them I was done for the day. Mrs. Fanning became very angry because I did not finish the rest of the work that day. I told her I would be back. She angrily wanted to know when, I told her I would call next week. I knew I had to go to a funeral Monday or Tuesday. [redacted] was very upset that I did not get all of the work completed. I was in pain from my back and knee. [redacted] called Saturday and said he got someone else to finish the work, I said that was fine, he was mad at me. There was nothing I could do to please the owners. I never heard back from them until I got the letter from [redacted] The total invoice was at $815.00 for material and labor. I feel the owner did some wiring himself. I saw a roll of 12/2 WG on the porch. He seemed to know where the wiring went; from the dishwasher, the garbage disposal, and even the lights and paddle fan. He should have called a professional at the beginning. There were several code violations, if the insurance company found out the owner could lose his home insurance. The wiring in the 200 amp panel is a major code violation.
