I received a call from Mr*** asking me to schedule an emergency fire alarm call to troubleshoot and repair / replace the FACP located at *** *** ***t in Boston, MA on 5-28-14. After making a site visit we opted to replace the zone conventional FACP with a newer model zone FACP
and devices due to the fact that the existing panel was years old and obsolete. At that time I asked Mr*** if he would like us to extend the protection into the units for code compliant coverage. Mr*** told me that he had spoken to the fire department and the battery operated devices in the units were approved and we would only need to address the devices in the common areas. Mr*** neglected to inform me that there was an abatement on the property for the lack of coverage on the fire alarm system and he was out of complianceOn 5-29- Following the emergency replacement of the panel and devices, I went to *** *** *** for my first attempt to pull the permit for the previously performed emergency work for the building fire alarm. I was told that I needed to provide several items for submission in order for the permit to be issuedI returned to my office and I put together the list of items needed for approvalI collected all of the cut sheets for the devices being installed, I had the engineering team draw up an elevation diagram, as directed and wrote a letter explaining the service that was completed, and I pulled building permits from the 3rd floor at *** *** *** on 6-17-14. I returned to *** *** *** and attempted to submit the items for approval on 6-18-14. I was denied by the desk clerk who stated that I needed to have full engineered drawings and we needed to bring the entire system up to current code requirements. At this time we had to go back to the customer and explain that we were not issued a permit due to the lack of coverage and engineered drawings. At this point the project was passed along to our new system salesman *** ***. *** created a new proposal to leave the existing newly replaced FACP in place while FEI would move forward with a completely new fire alarm system from scratch. With the abatement order now on the table, we provided Mr*** with a new proposal that would meet all of the NFPA code requirements at that time. Mr*** was unhappy with the cost of the project to install the new code compliant fire alarm system and threaten us with legal action. Mr*** did not give us approval to move forward with the new proposal and ceased all communications at that time. At this point we are not in contact with Mr***. We cannot move forward with a customer that will not return our calls and is threatening us with legal action. The customer withheld vital information “Abatement order” and misled us from the beginning as to what the fire department was looking for from him. Per code a panel can be replaced prior to receiving a permit when it is an emergency replacement situation and the space is left with no coverage. It was not until after the emergency replacement of the panel that we attempted to pull the permit.
