I submitted the online "site survey" and was told I was in an area where signal strength was good I then paid $to sign up for service and sheduled an installation via their online portal The day of installation arrived and no one showed Upon reaching out to the company via phone, email, facebook, facebook messenger & twitter, I received no response for days until I threatened to contact the FTC and FCC to report them The response I received was that my house was not in an area where service was possible and I should seek service elsewhere Why take my money and schedule an appointment if that were so? I think this company is either a scam or is very poorly run

I am rejecting this response because:
1) "We did ship units, the second at no charge, which was returned, and the client confirms this in his email."
False. The records show that I only confirmed the shipment of one package, which wasn't even shipped until after I contacted the Austin Revdex.com, days after I had placed my initial order. GHz Cellular/Wireless ("the business") had already committed theft at this point. My original request for a tracking number on 5/15/was never fulfilled. There never was a first package, and the business confirms this by their repeated dismissal of all attempts to gain a tracking number for it. Furthermore, the business doesn't even claim to have shipped the first package until days after I placed my order, which was days after they took my payment. This action shows that the business violated its own operating procedures by taking my payment before even attempting to ship the package. As a reminder, one of the features being advertised at the time I placed my order was "payment upon shipment". This is proven by the page as archived on The Internet Archive here: http://web.archive.org/web/20131216032953/http://ghzcellular.com/store/index.php... (I'd also like to call special attention to the "Money back" callout on this page). This shows the site as it existed when I placed my order on 05/02/
2) "client agreed to terms and conditions as follows:"
False. I did not agree to the terms and conditions as they currently stand. The Internet Archive did not catalog the terms and conditions page before today, so unfortunately I cannot show you. Regardless, the terms and conditions are irrelevant to this issue, and I'll explain why presently
3) Even if I had agreed to the current terms and conditions, the phrase "All sales final" would require that a sale was actually completed. I provided the money, yet no goods were rendered at any time before the involvement of outside authorities (at which point said goods were no longer viable). This constitutes a breach of any contract the business believes I entered into and thereby nullifies said agreement. If I go into a restaurant that has a big "All sales final" sign posted, and I give them money for a hamburger, and they provide me with nothing, it would be illegal for the business to keep my money as no sale was actually completed. When I contacted the Revdex.com, I plainly stated that the business had already failed to provide the goods I paid for; theft had already occurred, and the attempt by the business to render goods after that point did not complete the original sale. Furthermore, since a SIM starter kit does not constitute service, the blurbs concerning refund of service do not apply
4) "If a refund is demanded, you must fill out return merchandise authorization rma as prescribed on website."
This would require that I actually had merchandise to return, which I did not. Therefore, this line is nullified
5) "No refunds on shipping or handling charges"
Again, I did not agree to this, but even if I had, there was no original package, and nothing was never shipped, so there were no shipping or handling costs incurred by the company. Again, money was given for goods, but no goods were rendered by the business, which makes it illegal for the business to keep the money. Keeping the money is known as theft in this case
6) "Any disputes must be settled by arbitration at clients cost in Travis County, Texas , USA." [sic]
As above, I did not agree to this, but even if I had, this requires that a sale was actually complete. Otherwise there's nothing to arbitrate. Since I gave money to the business, and the business did not provide me with the goods I paid for, this is a matter of me holding the business accountable for theft. As such, this does not require arbitration because the resolution for theft is the return of the item stolen--in this case, my money. Furthermore, even if this did fall under arbitration requirements, this is a matter of $15. Arbitration costs would be grossly unmerited for such an issue. The business is obviously counting on that (more on this below)
7) "By buying this hardware or service, you again agree to abide by these terms and conditions set forth9." [sic]
Since the sale was not completed due to negligence on the part of the business, I have no terms or conditions to abide by. My property was stolen from me, and I want it returned
8) "In good faith ( we never got back the first starter kit) we sent a second SIM starter kit to the address at no cost to clientThe client rejected the package."
Again, there was no "first starter kit". If there had been, I would have activated service and this issue would not have happened. There would be no logical reason for me to waste my time contacting any authorities for resolution if I either had the goods I paid for or saw that they were lost outside of the business's control (e.g., USPS lost the package). The business states they acted "in good faith", yet has repeatedly shown its lack of understanding of what good faith actually means. I, a potential customer, provided money in exchange for services. The services were never rendered. I contacted the authorities to assist in the reacquisition of my money because theft had already been committed. Rendering services after being contacted by authorities is akin to the restaurant in the example above finally relinquishing a moldy hamburger after being visited by the police. The moldy hamburger would not satisfy the original agreement because the money given was obviously for a freshly cooked one
9) The biggest issue here, which the business is either deliberately ignoring or truly too ignorant to understand, is that there has been nothing even approaching customer service or ethical business practice during this entire interaction. The first time I was contacted by anyone from the business to resolve this issue was after I contacted the Revdex.com. I had absolutely zero communication from a human being before that. All I received were automated confirmation messages. I had zero replies at all to any of my questions, most notably the request for a tracking number. Since this is a matter of $15, the business seems to be hoping I'll give up my pursuit of such a small amount. After all, it's obviously relying on the idea that arbitration costs are too high to pay just to recover such a small amount. Numbers, however, do not lie. If this business were to perpetrate the same offense against just 1,potential customers, and even 90% of them simply gave up the pursuit, that would be over $13,in the company's pocket. As it happens, most people would give up pursuit for such a small amount, and wouldn't even bother to report it to anyone because they either don't know how or don't care. "It's only $15." That's exactly how scammers like GHz Cellular/Wireless make their money, and it must be stopped
Ultimatum:
To avoid charges of theft, GHz Cellular/Wireless will immediately and without question return the $it stole from me. If said return of money is not performed within a satisfactory time limit, reports of theft, along with the timeline of events that prove it, will be sent to the Texas Attorney General and the Federal Trade Commission

I requested wireless internet service after doing online survey They did not respond to any method of contact I used I set up a site survey online and was given an appointment date & time No one showed up or contacted me I provided my credit card infofor the site survey Has not been charged yet, but will probably have to have CC listed as stolen

I paid $648.37 on Dec 15, 2015. It was charged to my credit card on Jan 7, 2016. It is now June 28, 2016 and GHz wireless has never provided Amy service, hardware or even an onsite survey. They have stalled and made exxuses. They do not respond to email and do answer their phone. I have worked with Ted Green back when he ran Total Access Networks and this was his signature then as well. He makes impressive websites that sound too good to be true...and it is. He knows how to market a product to people that are looking for specific requirements, but he does not follow through. By definition that makes him a scam artist. Do not waste your time or money.

I am rejecting this response because there is no response.  No information has been sent from GHz Cellular/Wireless to either the Revdex.com or me.
In the spirit of clarity and thoroughness, allow me to recap everything that has happened between GHz...

and me (all time and date stamps are Central Standard Time):
On 05/4/2014 at 19:45, I ordered a MicroSIM starter kit with the reference number [redacted], and I added additional shipping instructions into the "additional shipping instructions" field:
"This goes to the small house in the back."
On 05/06/2014 at 14:59 (order date + 2 days), I received a confirmation email stating my $15.00 payment had been taken:
"Your payment for order with the reference [redacted] was successfully processed."
My bank statement confirms the $15.00 was withdrawn on 05/07/2014 with the verbiage “DB DEBIT 05-06-14 SQ *GHZ WIRELESS Austin TX 958469”.
On 05/15/2014 at 15:58 (order date + 11 days), I sent this message:
"Would I be able to get a tracking number to track this order on USPS.com?"
On 05/15/2014 at 22:39 and 22:40 (order date + 11 days), I received two messages in response:
Message 1:  "Your order with the reference [redacted] has been shipped.  You will soon receive a URL to track the delivery progress of your package."
Message 2:  "Hi, Congratulations on your order. We have filled the order and sent it to the carrier of your selection. Please expect your package to be delivered in at three business days , in most cases. All shipping is done first class USPS or ground, Exclusing holidays and weekends. Best regards," [sic]
To be clear, this means GHz didn't even attempt to ship my package until 11 days after I ordered it.
On 05/20/2014 at 21:18 (order date + 16 days), I had not received my package or any kind of reply about my tracking number request, so I sent this message:
"5 days ago, I asked for a tracking number so I could see where this order was, but all I was sent in return was a confirmation email that it had (finally) been shipped. In that email, it said I'd receive a URL shortly where I could track the package, but I've never received any such URL or subsequent message. I actively monitor for your messages, so I can assure you it wasn't overlooked. Can you finally please just give me a tracking number? I ordered this on 5/4, and I still haven't received it 16 days later (that's 12 business days--unacceptable). Most people would have written you off long ago and reported you, but I'm still waiting patiently. When I placed my order, it said on your homepage that you don't take payment until your orders ship, so I don't know why you took my payment on 5/6 and waited until 5/15 to finally ship it. Please address whatever faux pas caused that because it's a very bad first experience for a new customer, and please send me a tracking number pronto!"
On 05/22/2014 at 18:34 (order date + 18 days), frustrated by the lack of response, I sent this message 15 times through the contact form on the website (one time for every dollar I spent):
"I asked for a tracking number 7 days ago! I've been waiting for my SIM kit to arrive for 18 days! Give me a tracking number or give me a full $15.00 refund! NOW!"
On 05/24/2014 at 19:30 (order date + 20 days), in an attempt to illicit a response, I forwarded the email I sent on 05/15/2014 directly to [email protected] and added this message:
"May I have the tracking number for this order? Is this email address still associated with GHz Cellular at all? The first email I received from you used [email protected] instead of [email protected], and I haven't received a response, so I'm covering all bases."
On 05/24/2014, I filed this complaint with the Austin Revdex.com:
"I placed an order on 5/4/2013 through www.ghzcellular.com for one of GHz Cellular's Micro SIM Starter Kits. The kit itself cost $10 (because it was a Micro SIM and not a regular SIM) and shipping for it was $5, so I paid $15 for it. At the time, there was a banner on the homepage that said "Payment upon shipment", which meant they wouldn't take payment for an order until it shipped. On 5/6/2014, I received an email confirmation that my payment had been accepted, and indeed the money was withdrawn from my checking account. On 5/15/2014, I still had not received the SIM, so I contacted them through their Contact Us feature on the website and asked if I could get a tracking number to see where the package was. I received two emails in response, one that told me my order had finally shipped and that I would receive a tracking number shortly, and another that congratulated me on my order and told me it would arrive in 3 business days. Obviously they took payment without my order being shipped. The SIM still has not arrived. When I call the number on their Facebook page (which is not on their website), no one answers, and the voicemail inbox hasn't been set up. I've contacted them numerous times through the website asking for either a tracking number or a refund, but I haven't received anything other than the automated response confirming my message was received. What I want at this point is for my $15 to be refunded and for this business to be reported for their shady business practices. Thank you for your time."
This was followed by: 
"Desired Settlement: Refund.  A refund directly to my debit card would be best, but I'll take the $15 in other forms, like check or cash."
On 05/27/2014 at 11:07, the Revdex.com forwarded the complaint to GHz.
On 05/27/2014 at 14:09 (order date + 23 days—3 hours after the Revdex.com forwarded the complaint), I received this response (also shown below):
"Dear Customer, We reshipped you a new sim card this AM, after getting your notice that your previous unit still had not arrived. We spoke to post office and they recommend getting address added/fixed. They laughed at "house in back" sub address.  Here is tracking number on new package: [redacted]  Expected delivery
5/30  Regards, Customer service" [sic]
USPS.com reveals the package was not processed into the parcel facility in Austin until 13:03, 2 hours after the complaint was forwarded.
On 05/28/14 at 19:40 (order date + 24 days), I sent this response to GHz and copied the Revdex.com:
“Dear GHz Cellular "customer service":  Thanks for finally responding to my messages, but it’s much too late for your chosen "resolution".  It’s too bad that it took contacting the Austin Revdex.com to get a response from you.  Note that in my last communication to you, I gave you a choice between giving me a tracking number and giving me a $15.00 refund.  Note also that my communication to the Austin Revdex.com only requested the $15.00 refund, not any other solution, so the tracking number option is off of the table.  Reshipping my package was not an option since you're not getting my business, so it's a wholly fruitless endeavor on your part.  I will repeat for clarity:  I did not ask you to reship the SIM kit, I asked for a refund.  Since I did not ask you to reship the SIM kit, and instead asked very clearly and repeatedly for a refund (15 times through your website and once through the Revdex.com), then that shipping charge is something you'll have to eat.  I will refuse shipment on the SIM kit so you at least don't lose your supplies, but regardless of the fate of this new package, you will immediately refund me the $15.00 I wasted on you.  Blaming your customers for your failures is an extremely poor business practice.  All communication between us will be copied to the Austin Revdex.com.”
(The above reply also included the communication log that I had catalogued up to that point, which is excluded here to avoid redundancy).
On 05/30/14 at 14:31 (order date + 26 days), I sent this follow-up message:
“Touching base with you about this.  I'm still waiting for my $15.00 refund.  Please provide it presently.”
On 06/13/14 at 08:28 (order date + 40 days), I sent yet another follow-up message:
“Hello again!  I'm advising you to work with the Austin Revdex.com.  They told me they've tried to contact you twice and are still waiting on a response.  If you fail to work with the Revdex.com, the next agencies you'll be hearing from will be the Texas Attorney General and the Federal Trade Commission.  All I want is my $15.00 refund.”
On 0?6/?17/?2014 at 16:00 (order date + 44 days), GHz sent this response:
“Hello again. We apologist for any inconvenience , and will work with the Revdex.com to resolve this.” [sic]
The blank response from GHz to the Austin Revdex.com on 06/20/2014 at 11:39 has been added to the above communication log.
