of that gift card's price then they can get a massage but they said no. So there is nothing we can do for them. Because we give them a offer but they don't want it. We were try to be nice to them but we can't just take that gift card and give them a free massage.

I would not prefer to accept their offer because it doesn't make sense to me that the consumer would have to pay $15 (half price) and provide a $30 gift certificate for a total of $45 to receive a $30 service. California Civil Code Sections 1749.XX-XXXX.6 is referred to as the gift certificate law and states that gift certificates can not expire.
I understand that the business has changed ownership; however, they should be obligated to honor the gift card that is in the same business name because when they purchased the business they acquired all liabilities of the previous owner (but I'm not aware of their sales agreement or legal obligations).
