Mr. [redacted] let me begin by saying that I am a little taken aback by this complaint because you and I spoke, at the beginning of last month when you came to pay rent , about this matter and I was under the impression that you were willing to be patient and allow me sometime to work out the kinks ,...

so to speak, and that we'd discuss this with the property owners. However, by looking at the date in which this complaint was filed you had no intentions of allowing me time to get a better handle and understanding of the whole situation.Let me be as clear about this as humanly possible. Firstly , your water bill as it stands now your water bill is set at $75.00. Not the $125.00 you claim in your complaint. furthermore, you are paying $150.00 less for your apt. then anyone else who lives in a one (1) bedroom apt. You are not under a lease and have refused to sign one. Therefore, since you are not under a lease, this  is all the reason we need to begin the eviction process. With that said I would like for you to know that we have no intention of going that route at all. You are one of the ones that Mr. [redacted] was allowing to live on property without the proper paperwork nor was he charging you the amount that he was told to charge for that apt. We have absolutely no paperwork to tell us when you moved in, whether or not you paid a deposit or if you were even up to date on your rent. We chose to take you at your word and allow you to stay as long as you signed a lease and stayed current on the rent. You are not behind in rent and you have thus far paid the $75.00 water bill but your refusal to sign a lease is taxing, to say the least. [redacted] I am still working to gain a more palatable system for figuring these water bills. If you feel as if you are being "ripped off" then by all means exercise your rights and seek out other options as pertains to housing. I'm sure you are aware that this issue was taken before the state Utilities Board and that we were found to be within our rights to implement the water bills. However, I agree, there should be a more fair and concise way to issue each individual who rents here his or her bill. Please feel free to talk with me at any time. Ms. [redacted], the apts. have undergone a change in management and the previous manager ([redacted])destroyed some files and erased all the information on the computer.I do think that ive spoken to you via telephone regarding this matter and asked for copies or originals of all receipts that would...

show that in fact you did pay a deposit and the exact dollar amount of said deposit. if you are the folks who moved out of unit #200 then yes. you are entitled to a refund as I did indeed do a walk through and the unit was in great shape. Please provide the necessary documentation and I will see to it that you are given your deposit back. Keep in mind that Mr. [redacted] says that you didn't pay a deposit or sign a lease and without documentation , frankly , my hands are tied. Feel free to contact me on my cell phone [redacted]. I am more than willing to help you all that I can to resolve this issue.
