Review: I have a rental property in New Castle, Delaware. I hired [redacted], Owner at GPE CONSTRUCTION LLC, to replace my windows in late September, 2014. He required me to pay some deposit to begin the work. Initially he asked for $200 deposit, after he received it, he said it was not enough and requested another $200. Once he received $400, I asked him to start the work; he said I need to give him another $320 to cover materials. Then I gave him $320 he asked for. The total deposit I gave him is $720. After he received the final depost, then he said he need two weeks to order material. When two weeks pasted, he used all excuses to put off the work. We made several appointments, he either didn't show up or came without doing any work, then left using whatever reasons he made. In late November, he finally told us that he couldn't do the work due to some personnel issues. Even we fell so frustrated with his behave, I didn't ask him to pay any fees for his breach of our agreement. I just asked him to return my deposit. I text and called him for a month, he finally gave me back $320. For the remaining $400, he said he had no money to pay me back. I told him it was not right to use customer's money for your own use. Now he totally ignores my request. No matter how I try to contact him, he just ignores me, doesn't responses my text and call any more. It is a nightmare in dealing with [redacted], Owner at GPE CONSTRUCTION LLC. He breach our mutual agreed working agreement, caused both me and my tenants tremendous time and energy loss during the period. We trusted him, but he kept cheating us all the time. His behaves are very unprofessional and unethical. I want to tell my experience with him to others.
