I am a resident of Graduate ***. The apartment issues one driver parking pass and one visitor parking pass to each apartment. My ex-roommate moved out and she returned the passes to the apartment, so I asked the apartment to reissue parking passes to me. However, the apartment said the visitor parking pass she returned was not issued under my apartment, so he wanted me to find the visitor parking pass issued in 2012, while I moved in to the apartment in 2016. If I can't find the pass, I have to pay $50 to get one.
I can't accept this solution. Neither I nor my ex-roommate was informed by the apartment to leave the parking passes before moving out. The apartment has the responsibility to tell residents that, and no one ever told us this fact, even when we were signing off the lease. So it should be the apartment's responsibility to contact the former resident and ask her to return the passes. If you can't contact her either, you should give me the parking pass at no cost, because in the beginning they didn't inform us the message, and I shouldn't be paying for their fault.
And it turns out that the visitor pass my ex-roommate has been using for almost two years is under other apartment's registration, and how could that be? I only moved into the apartment in 2016, and she moved in in 2015, there's no way for us to find something issued in 2012, and it could be lost long before us, we shouldn't be responsible for that. The apartment should make sure everything is in order when new tenants move in.
Which apartment registered the returned visitor pass? Is it because they mistook the visitor pass under our apartment or else? It's the apartment's job to find out.
Southern Management Corporation is in receipt of the letter regarding the complaint made by ***, ID# ***. Upon receipt, we initiated a review of all details in order to provide an appropriate response.
It has been determined that there has been six lease changes since the original move-in date to this apartment home. Our lease change policy indicates that the new leaseholder assumes all rights and responsibilities of the lease agreement. These obligations are inclusive of but not limited to past charges, balances, transfer of keys and parking permits, etc. When lease changes occur it is the duty of the leaseholder to update all new residents of community guidelines and policies. Therefore, access to a new visitor parking pass at no cost, as requested by *** is not applicable in this situation. We will gladly issue a replacement visitor parking pass for the apartment for the $50 fee.

I am rejecting this response because: As the apartment mentioned there have been six lease changes after the parking pass has been issued and it's absurd that the property manager asked me to find the pass on my own., and I offered in corresponding emails that I would accept if they give me the parking pass my previous roommate has returned. However they refuse replying my emails and had no intention to conversations. This makes me feel not valued nor respected and I'm really frustrated about that.
