Hi [redacted]!
Thanks for sending this over to me today..  I have reviewed this Homeowners project timeline and account.  I would like to first let you know where this project stands now.  Monday this homeowner passed inspection and we are now...

waiting on his utility company SCE to issue Permission to Operate for his solar system.  This process with SCE will take about 3 weeks to finalize and then his project can be deemed complete.
I would like to address this homeowner's concerns in regards to signing his Hero completion certificate.  He would be correct in his apprehensions to sign this completion certificate if it was his only form of funding for this project.  In fact the homeowner still owes us his final payment.  He was contracted to sign the Hero documents at the "completion of his solar installation" and Green Homes did not request for him to sign anything until we completed our install.  The Main Service Panel upgrade was what had ta[redacted] so long for this project's timeline.  The Main Service Panel upgrade was not included in his contract either and Green Homes of California covered the cost as a courtesy for the customer.  I will say Mr. [redacted] has had a hard time understanding all of this and we have been working diligently with a customer care representative from Hero (the third party financing company) and she has been assisting us in trying to explain all of this to the homeowner and keep him happy.
Please let me know if you need any additional information or supporting documents for this issue.
Thanks again and I hope you have a wonderful day.

Just to let you know, The California State License Board has resolved the issue. They had both parties agree to a $2500 credit for the panel and no other payment until complete. They also said they will be pursuing the other issues we had with the deposit, unregistered salesperson, performance and payment schedule.
Thanks for all of your time and help. My wife and I became more at ease when you were able to get a response from Green Homes. I believe Revdex.com suggested to contact CSLB.
Thanks again

Revdex.com:
I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.[redacted],
My reply to Green Homes response. First of all. The salesman who sold us on the solar told that is was turn key with no additional costs. He even said, even if the panel needs to be upgraded it would be included. Second, they sent a man to survey the roof and the electrical panel. He said, the panel looks relatively new. It was not until they installed the panels and the inverter that installer questioned the existing electrical panel. Green Homes confirmed with the city that they would need to upgrade the panel.
Green Homes said they would change the existing 200 amp panel, as a good faith gesture. I replied with a thank you but as far as I am concerned this was included.
They sent a subcontractor to change the panel but took a short cut and derated my panel to 175 amp. As far as I'm concerned this is not acceptable. An analogy would be taking your car to a mechanic and have then arbitrarily remove horse power, telling you you don't need it and you are fine. Yes, today maybe but what about the swimming pool and Jacuzzi install? Or my welder, compressor, plasma cutter?
Bottom line, they sold us a solar energy system in March with a 6 to 7 week install. We are going on 8 months and still not complete. They said in order to move forward, you must sign off on Hero. At that time, they had nothing inspected. Against my better judgement, I signed off. They kept saying, I signed their contract and some payment schedule. But I have the contract I signed with the sales person. The deposit, payment during install, and hero at completion, plain and simple.
The salesman, my wife and I were present. The Green Homes people were not there. We know what was promised, the payment schedule agreed upon, and the time line.
For them to say I misunderstood is incorrect. I'm sorry if they misunderstood what their salesman sold us but that is not our misunderstanding it is theirs. Their reply should be an apology, not some make believe idea. That reply is just wrong.
Let's discuss all those emails and the copy of our contract! Lets put it out there! I absolutely do not have a misunderstanding, I just have been misled and taken advantage of.
