[redacted] Case Opened: 2017-06-21 Dear Ms. [redacted]: By way of introduction my name is Michael C[redacted] and I serve as the Chief Compliance Officer for Harrison College, an Indiana-based system of post-secondary education institutions, which has been in business for over 110 years. We appreciate the opportunity to respond to this complaint.  Complainant states that she had to drop out of Harrison College (she calls this taking leave) prior to completing her program of study and obtaining her bachelor’s in Human Resources. She wants to renter Harrison College and finish her degree but has learned that the program is no longer being offered. She characterizes the situation as a “misrepresentation of education” and wants “acknowledgement of the 24+ credits required” and to be awarded a bachelor’s degree or the “opportunity to complete the final 24 credits.” Complainant states that she doesn’t “want to start over and pay for credits already taken.” Response: 1. Complainant started with Harrison College in the Business Management program, pursuing an Associate’s Degree, on January 13, 2008; she subsequently transferred to the Human Resources program on June 21, 2009. 2. Complainant withdrew following the Spring Quarter 2011 (June 18, 2011) then re-enrolled on January 3, 2012, completed her program of study, and was awarded an AAS degree in Human Resources on June 15, 2012. 3. Complainant enrolled for the Fall 2012 term, to continue her studies and obtain her bachelor’s degree in Human Resources.  4. Complainant needed 82 credits as of the start of 2012 Fall Quarter to finish her bachelor’s degree. By maintaining continuous enrollment, at a full-time pace of 12 credit hours per quarter, she would have graduated in approximately seven quarters, which would have been at the end of the 2014 Summer Quarter. 5. Complainant did not stay continuously enrolled nor did she maintain a full-time schedule: she withdrew from a course in the 2012 Fall Quarter, failed both of her courses in the 2013 Spring Quarter, withdrew from a course in the 2013 Summer Quarter; withdrew from school completely during the 2014 Spring Quarter - then reenrolled for the 2014 Fall Quarter - only to withdraw completely at the end of the 2015 Spring Quarter, while failing both course she was taking that Quarter. Her last date of attendance (LDA) was June 3, 2015. 6. Prior to Complainant’s LDA, Harrison College had already announced that it was no longer enrolling in the Human Resources program. All students then enrolled were given the opportunity to finish the program and obtain their degree, provided they maintained continuous enrollment. 7. At the time of her LDA, Complainant had only a little more than $200 left in federal student loan eligibility and had a balance of over $14,000 on a private loans. Because of these loan balances and her academic difficulties, which largely stemmed from poor attendance, it was decided that Complainant would not be able to enroll for the 2015 Summer Quarter and incur more private loan debt, nor was Harrison College willing to allow Complainant to participate in one of the school’s institutional loan programs given her current situation. 8. Complainant reached out in January 2017 to again inquire about re-enrolling. Because of Complainant’s large loan balances and academic difficulties she was not permitted to enroll. Complainant is correct in stating that she can no longer obtain a bachelor’s degree in Human Resources from Harrison College as that program is no longer offered. Again, the decision involving this program was made and communicated before Complainant’s LDA. Complainant’s reference to “Misrepresentation of Education” is not supported by the facts. Her failure to maintain attendance in her course, and, therefore maintain continuous enrollment in school, cost her the opportunity to finish her bachelor’s degree.  Further, Complainant’s claims about her earned credits are also not accurate. If she were eligible to re-enroll a large portion of the credits she earned would be applicable to a Business program, although she would have still had to take additional courses as that program has different prerequisite courses than the former Human Resources program. Of course this discussion is moot because her financial status renders her ineligible to re-enroll. Harrison College followed all of its published procedures in dealing with Complainant’s enrollment; Complainant had access to these written procedures at all times as they appear on the College’s website and in its academic catalog. There is nothing the College is able to do at this point until Complainant resolves the issues with her loan balances and can demonstrate the ability to maintain consistent enrollment. Please let me know if you have any additional questions.  Cordially, Harrison College

I still feel he Brandon Was in the wrong. He should had never demanded me to rush thru the process I had asked to read it. I want proof that they have removed the loans and repaid back to [redacted] and I have received grants since then and have another grant I will receive after July 1, 2016. The amount will be considerably lower than they said. Since original complaint Harrison is now charging me for books that is covered under the $900 Profram Fees and it shows that's what Program fees are to be for. I attend solely online and don't live close to any of their colleges so I use none of their on campus facilities. We have completed our investigation into the above referenced complaint, in which you allege:I was made to think that the ASFG loan was a federal Grant loan. Brandon rushed me thru it and never gave me time to read what was being initiated. He walked me thru it over the phone and kept saying initial [sic]. Come to find out later it was a [sic] actual regular loan that had to be paid back in monthly payments immediately. I was made to know that being federal it was 6 months after graduation to start paying loans. He knew I was unemployed with no income. He also went into my FAFSA more than once changing in my personal information. I would change it back and then he would go in and make more changes in my FAFSA and toild [sic] me not to change anything on there again. In process I lost Federal and state grants because of him changing it. I did turn that over to a Federal Student Aid Ombudsman Group. I asked Brandon to cancel my ASFG loan and he refused. And[sic] the current Financial Advisor Jamar M[redacted] to cancel my ASFG Loan and return their money. I did not want this loan. He has not responded. I'm now showing late payments on a loan I asked to be canceled and returned and with interest it is over $5,000.Harrison College prides itself on its knowing its students and helping them through obstacles to graduation. We are disappointed to have received this complaint, and to hear that you found your experience with our financial aid team unsatisfactory, however we are unable to substantiate your allegations that you were being "made to think ASFG was a federal grant loan;" and that you lost eligibility for "federal and state grants" because the financial aid team made permitted changes to your FAFSA.In an email from Brandon R[redacted] on March 31, he clearly states that the ASFG loan is from the [redacted]. In fact that email is basically about what steps you can take if you were denied a federal loan (the email is attached). The loan application (also attached) id titled "Private Education Loan" and on top of the form the lender is identified as "[redacted]". Finally, in the Private Loan Application and Solicitation Disclosure (attached, pg2) there is a large title stating "Federal Loan Alternatives" which compares the ASFG loan to federal loans. We are sorry you had a misconception about the ASFG loan program, but given these communications and clear disclosures we unable to determine that we were the source of the misconception.You also allege that changes to your FAFSA resulted in your losing eligibility for Federal and state grants. This is not accurate. First, it is important to note that our financial aid personnel are authorized to update your FAFSA when they receive updated verification information, directly from you, which makes any information appearing on the FAFSA inaccurate. For example, after you completes the FAFSA initially you indicated you were separated but in fact you did not actually get separated until after you applied. The number of people listed in your household actually changed also. When schools receive updated information they are required update the FAFSA.More importantly, not only were the changes authorized and necessary, they in no way impacted your ability to participate in Indiana grant programs or other federal programs. The reason you were ineligible for the state-based grants this year is that you missed the filing deadline back in 2015 (although this year it appears you have timely filed your application); further, you maintain full Title IV eligibility.Despite the fact that our investigation has not disclosed any improper acts or omissions on the part of Harrison College, if you still wish to cancel the ASFG, we can accommodate you and we will even absorb any accrued interest. However, as Mr. R[redacted] pointed out, you will be left with a balance on your account, estimated to be between $2,200 and $2,300 that you will owe.
