I Sunni Montgomery owner of Hair Cuts by Sunni want to make the following statement: I had seen Ms. [redacted] a few months ago as stated. She came to my business late in the afternoon and early evening. I first want to state that I do not normally cut women's hair. If I do, I try to make the customer...

come as an appointment. The reason I say this is because cutting a females hair takes time and I would only cut hair and no other beauty treatments.  I agreed to cut Ms. [redacted]'s hair because she came to me almost at closing time wearing a uniform. I knew she would not get her hair done by anyone else that late in the day and on a Sunday. I was trying to help her. Also I was not busy at that time of day as I would normally be. I cut Ms. [redacted]'s hair as she requested. She did state that I did cut her hair too short. Because the hair was already cut, I could do nothing to change what had already been done. She paid the requested amount and left. On 20 March when Ms. [redacted] came, she came with two children. At that time my business was very busy and I had a number of male customers waiting when she arrived. When t asked "who was next", I was not directing the question to Ms. [redacted], it was to the male customers who were there waiting before Ms. [redacted] arrived. Ms. [redacted] misunderstood me in that remark. I stated to her that I could not cut her hair on that day because I was really busy with male customers. This so she would understand that if she wanted to get her hair cut that day, she would have to wait until the male customers who were there prior to her would be taken care of. I estimate I would have gotten to her about 45 - 60 minutes later. I meant no disrespect but wanted to make clear to her that she would have a long wait with the children or could make an appointment for another day and come back. Because I was really busy, I had no time to fully explain to her my decision. As an Asian, I too am aware of prejudice and discrimination. I meant neither when speaking to Ms. [redacted]. I did not mean to sound as if I was discriminating her because she was black. Since this incident, I have placed two signs in my shop letting customers know that service members in uniform have priority in getting their hair cut and if you are a female and request to have your hair cut, it must be by appointment only. I thank Ms. [redacted] for making me aware of the two issues to make my business a better one. Thank you.

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below. 
1. If it was Sunni’s attempt to forewarn me of the potential
45-60 minute wait for my hair cut when she directly approached me, then why did
she not say so? I have been in multiple barber shops and fully understand how
the unwritten next in line rule works. Sunni did not approach those of us that
were waiting and asked who was next. She walked specifically to me, and asked
who is getting a haircut. She didn’t look around the room, she was fixated on
me. I answered her that it was me. It was then she started to reject my
business. No one time did she say I would have a lengthy wait, she specifically
stated I could not get my hair cut that day and I would have to come back
another day. This was only after reminding her she cut my hair previously. This
was and still is in poor taste and her response didn’t address any of my issues
and left more questions than answers.
2. The one time I did visit her shop, she did cut my hair at
closing time. It was a Thursday evening and I had a television appearance the
next morning. She did not follow my instructions on how I wanted my hair cut
and did in fact cut it short. I was quite upset, but paid her and left. She
gave me her card with instructions on what clipper guard to use if I came back.
 It is with reasonable assumption that
she welcomed repeat business from me with no stipulations.
3. I have no problem with the way Sunni has chosen to run
her business, but I ask for consistency and fairness. I wasn’t treated fairly
and I was embarrassed by her dismissal. In the time it took for her to tell me
should could not cut my hair, she could have said I could stay and wait my turn
in line. She didn’t treat any of the male customers that way. My money is worth
the same as theirs.
