We had a new roof and new siding put on our house by Tri State. We had a very positive experience with every one involved. All of the workers were polite and more than helpful in making sure we were happy with the outcome. We are very happy we chose Tri State and would recommend working with [redacted] to our friends and family.
Review: Contractor did not complete work as bid described. Contractor was to paint 3 sides of the house eaves (North, East and West). Work that was completed (painted Fascia boards only) was poor quality and not complete.Desired Settlement: Requesting $600.00 refund for total dispute settlement

I [redacted] talked to [redacted] on the phone 6/10/2013 while she was leaving Billings, MT. She gave me rental residence address [redacted]n Billings Mt. with a very brief description of what I thought she wanted done. I thought [redacted] wanted the eaves done but she told me verbally on the phone that it was the facial board east side, north side, west side only. The original proposal was never signed by [redacted] or [redacted] Co. because of the change that the facial board east side, north side and west side was to be painted only. The rafter in the back of the house was dry rotted and I informed [redacted] Co about this and they never got back to say what they wanted to do.
I was at the job site [redacted] for two days July 24 and July 25 and completed facial board east side, north side, and west side. I used oil base primer and [redacted] Super Paint. Pictures that are listed in complaint are not of the work that was agreed upon. Once again facial board only. I was paid $150.00 by check to start job by [redacted] from [redacted], which I have sent copy of check stub with this letter. I went to collect balance due of $750.00 and was told they would not pay me because my business was not lead certified. I [redacted] am lead certified.
I was given several excuses, by [redacted] of [redacted], we don’t have money in the account to pay me, the business is not lead certified etc. I am a sole proprietor and I have my certification that I am lead certified. I then tried to contact [redacted] with no success. Three to four days later [redacted] returned my call and talked to me very inappropriately. At the end of the conversation she told me I was not going to be paid. I never received any cash or check for the balance owed of $750.00
I did not start garage at [redacted] which was the second faze, do to the fact that they did not pay me for the first faze. Proposal attached for an additional $200.00

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint. For your reference, details of the offer I reviewed appear below.
In reviewing the written statement from [redacted] at Hands On Painting, paragraph one states "The original proposal was never signed by [redacted] or [redacted] because of the change that the facial board east side, north side and west side was to be painted only." There was never a change on my part or the property management's part to change the original proposal. It was for the East, North and West side of the house eaves to be painted. Instead all that was done was the lateral fascia boards.
In the second paragraph; [redacted] states the pictures submitted in my original complaint were not for the work that was agreed upon. I disagree in that the photographs clearly show the eaves were not painted only the lateral fascia boards. In addition, the quality of work done where old paint was scrapped from the fascia board then painted over shows rough areas where the scrapped areas show through the newly painted area.
As far as paragraph 3, I cannot comment as to what [redacted] either said or did not say to [redacted]. I can say that final payment for the total balance was held due to the project not being completed as proposed and due to poor quality.
