After exchanging some emails, on Aug 26 2015, a seller from West Virginia confirmed the following in written:-

"Samsung Galaxy S6 Edge 64GB + Samsung S4 = Total cost $699USD
Prices includes shipping (from US to Hong Kong and Canada) and delivery charges."
"All Apple iPhone 6 / iPhone 6 Plus / Samsung Galaxy are unlocked original sealed in box with complete accessories and comes with 1Year Warranty and 8Months Return Policy and works perfectly with all network operator."
"Note: We (the seller in West Virginia) offer REFUND POLICY in case of accident, damage or otherwise, we (the seller) will REFUND your money within 1 hour, so that we can do more business transaction in Future."
"Our (the seller West Virginia) terms/policies apply to ONLINE BUSINESS TRANSACTION only whereby all shipment goes directly to customer destination as gift to avoid extra charge like Tax or Vat with Low value added and Our offer is FREE of ACCEPTANCE as we do not force customer because Order's placed with us is 100% guaranteed beyond reasonable doubts.. We believe in our customers satisfaction and our offer REFUND POLICY assures you in case of malfunctioning, accident, damage or otherwise, we will REFUND your money within 1 hour"
"We (the seller West Virginia) assure and guarantee 100% high quality products and efficient delivery"

The above terms has no special conditions associated with seller's guaranteed policy. Any difficulties arose from the shipping process should be free from the buyer.
Facts :-
1. This West Virginia seller refused me to come pick up the phones and paid him in person. He insisted that it is company's policy to execute the transaction online.
2. After paying the agreed amount of money USD $699, through Moneygram as instructed by the seller, this seller asked another USD $870 from me for the fees of what he claimed as VAT, otherwise the phones will not be release for shipment from a port.
3. The seller claimed that the extra USD $870 is the UNEXPECTED charge from his partnered logistic company called "Smart Logistic". There is a website for this "Smart Logistic" but every details posted under this website are very fake.
4. If I go into this "Smart Logistic" website and type in my tracking number given by this West Virginia seller, only some general information will be display like the shipment is "on hold" at a port etc. If I do a test and type in another number which is close to my tracking number, such shipment with that ID does not exist.
5. Based on the agreement between myself and the seller, I requested the seller either to refund the original money $699 through Moneygram or pay the extra $870 to his partnered logistic company "Smart Logistic" to proceed the shipment because he is the person who is responsible to assume all costs arised from the shipping arrangement.
6. I had also asked the seller to take back the phones from his partnered logistic company (assuming the logisitc company does exist), the seller refused to take back the phones, claiming all the phones were on the way to Hong Kong and Canada, so no way to take them back.
7. The seller cannot honour the transaction. The whole transaction was a failure as I received nothing after the seller failed to deliver but took my money and went.
8. Even though I have made 4 times of request for money refund $699 afterwards, the seller refused to refund any penny but further blamed me as the person who stopped the shipment, making him to create a bad debt in his company's book.
