Review: Floyd was contacted to move wires that were too close to a newly built deck and garage. He asks for a deposit and for half of the money down, I paid him $500. Cash. He made up a contract and sign it around June 2015 since then he missed two meetings with the owners of the properties, and with Duquesne light, after repeated attempts to get him to show up to do the work he gave nothing but excuses, Duquesne light informed me and the owners that the original raising of the wire was not possible. They then said that they would have to be moved to the front of the house. I informed Floyd and he said it would cost more money and he needed more money. He said that he already purchased the wire for the first thought. I informed him that if he had been in touch with Duquesne light he would have known that the first thought was not allowed or possible. I also informed him that after 3 months of non service that I would not give him more money. Now at 4months later I told him I want a full refund. He has not refunded my money yet. I act as a sub contractor to the owners of the properties, they have done some work and I have done some work, however I contracted and paid Hanner to do the electrical work.Desired Settlement: full refund and pay court and leagal fees.

This contractor built two garages side by side. The two garages hand a decks built on top of each one. When the plans were drawn up the problem of the electrical power wire from the pole to the house was only five feet above the new decks that are above the garages was overlooked.

I was called in to fix the problem. I called the light company, and they sent a tech out. Our original plan was to raise the existing service on the two houses 10 feet higher than they were before the decks were built. When the lighting company technician came out to look at the height of the wire above both garages, he said that raising both services 10 feet higher on each house would not give the proper clearance above each new deck. This changed our original contract. I then told the garage builder that we need to bring the power from the front of the two houses instead of the rear of the houses where they were originally. This would take more wire and more time. our original contract states that if there are any changes in our original agreement there would be additional cost. the garage builder told me that he was not going to give me any more money for this work. I then asked to speak to the owners so that I can inform them of what was going on. The builder told me one owner was out of the country, and the other owner was up every night following his wife around with some other guy, and that I could not meet with them. At this time I thought that me and Fred could work things out, and I told him to read his contract. I then gave him a check for four thousand dollars to do a solar job for me. I seen no problem with him at this time. Soon after he told me that he paid his helper a regular wage for one day setting solar panels. He knew that this was a prevailing wage job. But he didn't pay his helper that wage.

At this time I began to look at him in a different way.

He then told me that his business was not registered with the Attorney General as a residential contractor.

I told him that our contract was voided because he is doing business illegally.
He then began making up stories about me missing meetings. He said that I took five hundred dollars, and did not come back, after I gave him a second payment of one thousand and five hundred dollars. We both looked at the additional work in detail that needed to be done. He offered to help me do the work, and he said that he would buy the additional material needed, but he refused to give me any more despite what our contract stated. I seen some thing in him that took me by surprise.

He does business according to his own rules. Forget the signed contract. Forget the Attorney Generals Rules as a residential contractor, by being registered with the attorney general. Forget The Prevailing Wage rules buy paying what he wants to pay.

On top of all of these things he is putting these things out there in the public. I lost a lot of customers because people believe these stories, except for the people that I have been doing business with for years, and for people that know me personally. I have been in business for a long time, and this guy is the first one to accuse me of these things. If you live by the sword you will die by the sword

No Weapon Formed Shall Prosper

The garage builder seen the tech from the light company, and talked to him when he came out to look at this situation. The technician called me and gave me his report. This is a normal process when the electrician calls in a work order to the light company. For some reason the garage builder thought that I missed a meeting with the light company tech, but we were in communication all the time. There were two permits filed for this work. On the permit it stated what work was to be done on these houses, The garage builder was trying to get this problem resolved quickly. and asked me to file the electrical permits right away. The garage builder also wanted me to file the electrical permits for the wiring that was already done by the home owner incorrectly. The subpanels have the wrong wiring to them from the house panel. They should have two hot wires one neutral wire. and one ground wire. This is a total of four wires. Tease subpanels only have three wires in them this is incorrect wiring. If you check the city of Pittsburg building permit office, there is no permit filed for these two garages, the drywall was 90 percent completed ,there were other code violation also. I told the garage builder that the electrical inspector would require all of the drywall to be re moved so that all of the wires could be inspected. He closed all of the walls without the garages getting a proper electrical inspection.
