Hare Pipeline Construction was hired by PSNC to dig up part of my driveway as part of an easement. They left one severely crook joint and trip hazardHare Pipeline Construction was hired by PSNC Energy to dig up pipes from under part of my driveway. In the process of doing the work they drove equipment over an existing crack and caused it to become bigger; they put down a new joint in the repaired part of the driveway that is very crooked and in an attempt to cover the part of joint that came together with the other part of the driveway they poured cement directly onto the crooked joint that they created. The lower section of the driveway now has a noticeable dip in it which can rightly be described as a trip hazard. As I wasn't the one who contracted the work I do not have any documentation such as sales receipts, order numbers and the like. Hare Pipeline claims to have a video of the before and after work but I was told that they would look at it and decide if they would let me view it or not.Hare Pipeline has alternated between bragging and standing behind the quality of their work and stating that joint may not be perfectly straight but that the only entity that they are required to satisfy is the city of Raleigh who are the ones who signed off on the work, which they claimed to have not have any proof of. Desired SettlementI want the company to either compensate me so I can get it fixed or fix it themselves and restore it to its previous condition, as PSNC promised that Hare Pipeline would do. Business Response /[redacted]/We were contracted by the local gas company to perform work in the owner's driveway inside the City of Raleigh right-of-way. The work involved removing a section of driveway to access the existing gas main. After completion of the work, we formed the section of driveway to be replaced and called City of Raleigh for an inspection. The inspection passed and we were allowed to pour the concrete. Subsequently, the owner complained about the repair claiming that an existing "unnoticeable hairline crack" had been made worse by our work. As is always the case when we work in existing neighborhoods, we had made a video of existing conditions prior to our work. After receiving the complaint, we viewed our video and it clearly shows the existing damage that was not made worse by our construction. Our supervisor met with the owner in an attempt to resolve this matter and was unsuccessful. I personally visited the site and found no problem with our work. Subsequently, I contacted the City of Raleigh inspector to ask if he would look at the work and offered to replace the driveway if he thought it was necessary. He re-inspected our work and said if looked fine, no need to replace. We then received a letter from the owner's attorney with new allegations that "the concrete poured is not level with the adjoining concrete. There is now a slope in the newly poured concrete and a concern that this may cause a trip hazard." I responded with our position and the before and after photos and have not heard back from him. Now there is a new complaint concerning the expansion joint in the driveway. We met with the owner May 21 to discuss. During the conversation, I mentioned the inconsistency with the complaint. First it was the existing crack being made larger, then the "tripping hazard", and now the expansion joint. The owner did not want to address the fact that his reasons for claim of damage have changed along this process. We have been consistent that our work met the standards of the City of Raleigh and they are the governing body in control of construction inside their right-of-way. The assertion that we claim not to have proof of acceptance is based on the fact that the COR does not issue written inspection results, just on-site verbal acceptance.Again, we are required to meet the standards of the City of Raleigh and we feel that we have met those standards since they have approved the finished product. We are sorry the owner is not pleased with our repair, but we have done everything we were supposed to in order to meet COR requirements. It is for these reasons that we deny any further responsibility for replacing the concrete work.
