Review: I brought in my motor cycles to Folsom Harley under warranty service three times before they could figure out any problems. When the service department evaluated my motor cycle they said it was my power commander (electrical) which was not under warranty. So they replaced the power commander with thier super tuner and said they need to dyno tune it which the owners [redacted]) said he would take care of the charges. When I came to pick up my motor cycle they charged me for the dyno tune. When I tried to talk to [redacted] about the charges he did not remember the conversation about taking care of the charges. I paid the charges under protest. Then I was told that they replaced my ECU (The Brain) and feul injectors under warranty. I sent my power commander to the manufacture for testing and results came back as work great NO PROBLEMS! So the whole problem was the ECU (The Brain) & feul injectors which is under warranty, not the power commander. I tried to contacted anybody to confront the issue over a week ago and still have not been able to talk to anybody at Folsom Harley. No one has returned my calls to date.Desired Settlement: Refund all charges.

We contacted customer on 5/6/2014 and resolved this dispute. Customer agreed to return the race-tuner for a full refund. There are no guarantees of running condition of motorcycle after removal of the race-tuner. [redacted] agreed and is aware.

I am rejecting this response because: This makes no sence, I have to ride my motor cycle to them so they can remove the race tuner. I was not aware of no guarantees of my bikes running condition after they remove the race tuner. Who is going to install my power commander back in the motor cycles? Folsom Harley pulled it out when there was no problem with it, the problem was the ECU and fuel injectors under warranty work. What about my time going back and forth several times from Penn Valley to Folsom. This solution is not acceptable unless they can guarante my bike will be working correctly.

I do not mind paying for any neccesary repairs. Part of the completed work should have been a warrantly repair and the other half was unneccesary as per the Power Commander Mfg there was nothing wrong with my unit. Please ask Folsom Harley to provide a signed authorization letter that I approved any of these changes, as I did not. I only payed the bill to get my bike and have disputed these charges from the time I first was advised of this bill.

On October 25, 2013, Mr. [redacted] brought his 2008 Harley-Davidson Ultra Classic to our service department stating that the motorcycle is idling too high and coughing. Upon inspection our technician found that the motorcycle was throwing front and rear oxygen sensor codes. We then discovered that the oxygen sensors were unplugged and the customer had installed an aftermarket ignition tuner. Our tech removed the "Power Commander" (after market tuner) and installed the latest download to the stock ECM. The technician then took the bike for a test ride and observed normal idling on the motorcycle. The customer was then advised that the bike was now idling correctly but due to his engine upgrade and after market exhaust, he would need an upgraded download or a genuine Harley-Davidson ignition tuner. We only charged a 1 hour diagnostic fee of $96, and the customer then picked up his motorcycle on Oct. 30, 2013. At the time he arrived to pick up the bike, he refused our recommended repair.

On March 31, 2014, Mr. [redacted] returned to our service department complaining that he has an inoperable throttle that was inhibiting acceleration. Upon inspection, our tech found the oxygen sensors were still unplugged and the customer had reinstalled the aftermarket ignition tuner. Our technician unplugged the "Power Commander" again, and the motorcycle then had full throttle acceleration. We then recommended again to Mr. [redacted] that he install a Genuine H-D race tuner and have his motorcycle Dyno-Tuned. He stated that it was not in his budget, so we recommended to install an upgraded download to his stock ECM at the very least. He then agreed to the download with full understanding that due to his engine and exhaust package it may not be the ideal resolution, but he agreed that he wanted to try it. We only charged him 1 hour of labor at $99, and the upgraded stage 1 download for $154.95. He picked his bike up on April 1, 2014.

On April 16, 2014 Mr. [redacted] brought back the bike complaining the throttle was inoperable again, and not accelerate. Upon inspection, we discovered that the "Power Commander" was reinstalled by Mr. [redacted], and apparently recreating the same issue as before. Technician then unplugged the "Power Commander" and the throttle and acceleration issue was immediately resolved. Mr. [redacted] then refused to accept the fact that the aftermarket part was creating his issues. He would not accept the fact that the download that was previously installed was beneficial and then demanded a refund for the services. After he became loud and disruptive in our service department, our service manager decided to appease the customer by refunding him and hour and half labor, which credited him $148.50, and the cost of the download which was $154.95. We refunded the customer, and we explained to him that the after-market system that he keeps re-installing into his bike is creating his service issues. Prior to the customer leaving, Mr. [redacted] has a conversation with one of the Folsom HD owners. The owner made an offer in good will to the customer which would get him the recommended resolution (of a HD race tuner and dyno tune ) at a discounted price. Mr. [redacted] agrees to the offer, and we then receive the motorcycle back into our service department. Our technician then removes, once again, the aftermarket "Power Commander" ignition. We then proceed to install the genuine Harley-Davidson Race Tuner and perform a thorough dyno tune. In the process of installing the Genuine HD race tuner, the technician found that the stock ECM was corrupted by the "Power Commander" and would not accept the Genuine H-D race tuner. The dealership provided the customer with a new stock ECM at NO CHARGE and proceeded to install the Genuine H-D tuner and dynotune the motorcycle. The technician then went on a test ride with the motorcycle and it performed at or greater than intended. On April, 17 2014, we contacted the customer and informed him that the agreed upon work had been completed.

On April 19, 2014 Mr. [redacted] arrives at the dealership to pick up his bike and when asked to pay, he denied that he ever approved the aforementioned work to be performed. After speaking again with ownership, he pays the bill and receives his motorcycle. The following day, 4/20/14, ownership receives a phone call from Mr. [redacted] advising that he would be cancelling the charges on his credit card that he again said he never approved. And he also stated that he sent out the aftermarket "Power Commander" to be tested and they told him that the part was not defective and shouldn't have issues.

On 4/22, 2014 our service manager then followed up with a phone call to Mr. [redacted] advising him that we would be willing to refund him the money for parts we installed if he returned them to the shop. He agreed, but said he would be out of town for a couple weeks, but when he had a chance he would bring it back. Our service manager also advised him that if he again reinstalled the "Power Commander" that he would most likely have issues once again with the bike.

That was the last time we heard from Mr. [redacted], until the Revdex.com complaint arrived. At this point we feel that we have exhausted all options with the customer and that the repairs and overall service that were made, worked as intended. The customer has signed for the work, agreed to the work, and we have verified that the bike was working properly when it was picked up.

They did disconnect the “Power Commander” and they did not install the latest download! If they did they would have charged me for it! They tried to sale me an upgrade ignition tuner but I had a filling it was not the Power Commander. So I picked up my bike with a trailer because I still was not running correctly. I took it to a small Harley mechanic up close to my house and they reinstalled the Power Commander and changed out the mapper sensor and my bike ran great for around five months.

I was never told it may not be the ideal resolution, I was told it should run great and that is when I agreed. I did not pick up my bike on April 1st it was April 16th and on my way home it was not running correctly it was backfiring around 3500 RPM. I turned around right away and took it back the same day. . One of Their service technicians took it for a test ride and said, yes there is something wrong with it. Then I was asked what would I like done? I told them I would like it fixed and running correctly. So I asked to talk to the owner or manager.

That when I talked to [redacted] who was the owner’s son and he said they would have to download the Super Tuner and he would give me a discount for the work. He gave me a price of $415 and said they should be done with it in about an hour or so. A verbal agreement between [redacted] (ownership) and me with no work order was signed. My dad gave me a ride to Folsom Harley so we hung out and went to lunch for a couple of hours and then went back to pick it up. When I came back [redacted] tells me that now I need to have the motorcycle Dyno Tuned, by now I’m really upset and told [redacted] I can’t afford anymore cost. That’s when [redacted] said he would take care of the cost for the Dyno Tune. (We agreed and shook hands in the parking lot outside the service department with my dad standing there). Again no work order was signed. [redacted] said it will take a couple of days because the service department was backlogged. I agreed and left home. (I would like to see the work order that they say I signed!

If you call any Harley Service center or the manufacture of the Power Commander they will tell you that the “Power Commander” Can Not corrupts the ECU. The ECU commands all tuners not the other way around! Yes they replaced the ECU under warranty that why there was no chargers.

Because [redacted] the owner’s son said he would take care of the cost for the Dyno Tune! If you look and see I did not cancel or denied the charge for the “Super Tuner” only for the Dyno Tune. I paid on two different credit cards and was willing to pay for the Super Tuner but not the Dyno Tune.

The problem is that they would uninstall their “Super Tuner” and refund my money but not reinstall my “Power Commander” they uninstalled it why can’t they reinstall it. How would I get my bike back home after taking it back to them?
