Review: This company was recommended to me by a neighbor after our home was flooded during Sandy. They quoted a price to repalce the water heater Bolier and baseboard heating system in the home that was quite high. However, the salesman indicated they would work with us and our Fema insurance carrier estamate to resolve the payment issue. I had them commence work to avoid a freezing up of the system and get heat ot the house to avoid more issues in December/January. To date I have paid them $8000 which was what was allowable per my FEMA claim payment. On numerous occasions thorugh ou tthe service time I requested a detailed line item invoice to submit to the carrier explaining the excess $3,770.88 they were billing for, and never received it. This was done through phone calls, emails and most recently by a letter. They keep submitting bills and now ahve place a lien om my property for more than 17,000 dollars.Desired Settlement: Unless they are able to verify the additonal charges and provide me with what is necessary to get reimbursement the additional $3770.88 should be waived.

Hartcorn Plumbing & Heating, Inc was contacted by [redacted] after Hurricane Sandy had damaged his home. We provided [redacted] with three detailed proposals to replace his boiler, water heater and baseboard heating. [redacted] gave Hartcorn authorization to proceed with the work. Yes, we agreed to work with [redacted] with payments, meaning we wouldn't require the entire sum up front. Since the storm we have made arrangements with various customers in regards to payment. In fact we have one customer who pays $1000 a month every month until it is paid off. We were more then willing to extend these terms to [redacted] as well. We understand that the devastation that many customers endured was unexpected and many were under insured. Hartcorn Plumbing performed all the work to [redacted]'s satisfaction as well as to the satisfaction of the plumbing inspector. On the day of the final inspection [redacted] informed our technician th at her husband had taken the check book and that a check would be mailed. We never received that check. Hartcorn Plumbing & Heating, Inc was forced to place a lien on [redacted]'s home after receiving a note in the mail indicating that FEMA and his insurance company were not paying HIM anymore money and therefore he wasn't going to pay us any further monies. As a business we only have four months to place a lien on a property and that time was coming due within days of receiving [redacted]'s note. In an effort to protect our interests, the lien was placed. At no time did we agree to except whatever amount FEMA and the insurance company paid him. Our agreement with [redacted] was the amounts as set forth in the proposals provided to him at the start of the project. The only item [redacted] requested from our office that hasn't been turned over to him, due to a lack of response from [redacted], is a letter for his insurance company stating why the bas eboard needed replacing. We assume they were raising some question to it. It is our position that [redacted] still owes the remaining balance to Hartcorn Plumbing & Heating, inc.

I have reviewed the response made by the business in reference to complaint ID# [redacted], and have determined that my complaint has NOT been resolved because:

They have yet to this date provided a detailed line item estimate for their bill-only the general proposal attached. I requested a letter as well regarding the need to replace the baseboard piping, which they never provided. I also did notify them of damage to a wall that there employee did when cutting the wall for the baseboard which was not responded too. I never signed there proposal and will not be paying them any further money-They were given $8K. Additionally, the water heater outlined on the proposal was not the one they installed. I also have contacted an attorney regarding the lien whcih they filed for more than 17K? and the attorney general regarding there price gouging practice during the aftermath of Sandy.
