I have paid the guy money in advance to finish the job but not responding anymore

Finish the job Finish job asap
The advance payment of $1000 was received on 31st October 2017 and was part payment for a snow melting control unit. These units have to be installed and tested when ground temperatures are below 3 deg C so that we can see heat trace patterns to calibrate the units. The supplier has a lead time of two weeks and delivered the controller mid November. Due to health issues, I was unable to have the unit installed. The remainder of the works that the complainant is referring to were completed in July and have been fully paid for. The balance of works outstanding is $1750 of which the complainant has paid $1000.

No I am not referring to the balance work which was completed in July .I was told in October that he has controller and it is just matter of installing it. Now he is saying controller was ordered after the advance payment. I understand health issues but I was told that work is to be completed by electrician not by him. Further in this reply he has not given any date when the work will be completed which is most important.
