PayPal sent me a $refund once which I could not receive because I do not have a PayPal account so they sent the check back to Llaila A***

I told this person I did not have a Paypal account and would not be able to get the money out from Paypal. What did he do? He sent the money to Paypal! I had to join Paypal to receive my money and once I did, now I cant get my money out. It's just sitting there waiting for me to SPEND IT on something! If I did not join Paypal to get the money, they would have sent it right back to him. He knew what he was doing
