To Whom It May Concern: [redacted] brought his [redacted] into our shop on April 30, for an emissions inspection and state inspection.When performing an emissions inspection, the first step we do is verify that the check engine light bulb works with a bulb testWhile performing this test, we found tape over the light and that the light stayed on upon start upThe vehicle failed the emissions inspection when we ran the emissions test because his check engine light was on [redacted] was informed of this at the time and we proceeded with the safety part of the inspection.After inspecting the vehicle, we found that the left front lower ball joint had excessive play, outside of the 1/inch of play allowable; thus, the ball joint failed inspectionI informed the [redacted] that in order to diagnose why the check engine light was on we needed to do further testing to the vehicle which would cost $ [redacted] refused the diagnostics[redacted] proceeded to tell me that another shop had recently installed a catalytic converter which should allow the vehicle to be exempt from emission inspection since it has not driven 5,miles since the part was installed [redacted] was misinformed by the other shop, as Pennsylvania emissions law states, only vehicles that travel less than 5,miles since the previous inspection are exempt from the inspectionThe vehicle also has to be owned for at least one year by that customer in order for that law to take effect, both of which were not in compliance with that lawTitle § (b) (12) of the Pennsylvania Code clearly states:“Vehicles driven less than 5,miles in the previous months as indicated by the mileage noted on their safety inspection certificate or by the mileage recorded on the vehicle inspection database and which were owned by one individual for at least year.” [redacted] also stated in his letter that he presented me with a part warranty for the converterHowever, [redacted] never offered to show me his warranty.In order to try to make [redacted] happy, we refunded his money for both inspectionsHe returned for his free emissions retest after he had the car repaired at another shopThe vehicle did in fact pass the emissions inspection, and we provided him his inspection sticker.This is a case of libelEvery accusation [redacted] has made thus far, is not factualThank you for allowing Heilman Automotive to respond to this complaintShould you have any questions or concerns, please feel free to contact me directly at ###-###-####.Sincerely,Joe SService Manager Heilman Automotive
