To Whom It May Concern, The customer in question dropped off her vehicle for repairs on March 23rd and signed an authorization to repair (see attached) and was set-up with an Enterprise rental vehicle while repairs would be completed. In signing our authorization to repair, she... agreed to allow Heppner’s to perform the repairs to her vehicle as approved by her insurance company. The estimator followed his normal procedure and had the car washed and inspected before any repairs would begin. At his initial inspection, he noticed there was damage on all four corners of the vehicle, so he called the customer to verify which section of the vehicle she was making the insurance claim on. She confirmed to the estimator that the rear bumper was to be repaired. His preliminary estimate included some new parts, but as is required with all State Farm Insurance estimates, the estimator subsequently used their parts database search to find a less expensive, LKQ (like, kind, and quality) part to use instead of the new part. These changes in the type of replacement parts accounts for the change in estimate total. The use of these types of parts is highly encouraged by insurance companies and therefore are used quite frequently. The preliminary estimate the customer received on the 24th included the new parts because the parts database search takes some time, and was not completed until after the customer had left the shop that day. After the estimator had left work for the day, the insurance company called regarding the repairs. There was a discussion about which section of the rear of the vehicle was to be repaired under the insurance claim. The pre-existing damage to the left-side quarter panel, which the customer wanted to include under this claim, was deemed unrelated by both our estimator and by the insurance company. The insurance company only approved the rear bumper repairs. The final estimate (see attached) was uploaded to State Farm and approved. On March 25th, the estimator called the customer repeatedly to try and reach her to discuss the unrelated prior damage that she wanted repaired under the insurance claim. He was unable to reach her and wasn’t able to leave a message because her voicemail inbox was full. She called the shop back later that day and stated she did not want repairs to continue and that she would pick the vehicle up at the shop. The technician working on the vehicle reassembled the vehicle and the customer came by to pick it up. The customer was given the final approved estimate (see attached). She questioned the difference in amounts between the preliminary estimate and the final estimate. The reason for the price change was explained (see above explanation regarding parts type changes) to the customer. The desired settlement is not possible. The insurance company approved the final estimate at a total of $677.97 which only covered the repairs to the rear bumper, not the left quarter panel. The quarter panel was determined to be damaged in an unrelated incident. The insurance company would not pay for repairs to be completed to a section of the vehicle that was damaged separately. The customer has subsequently “cashed-out” and decided not to have the repairs done at our repair shop.

they scheduled to tow my vehicle for auto body repair and never picked my car up and never called to explain why
Never do business with them again.!!!!

Response to Case #
May 12,
To Whom It May Concern,
The estimators that dealt with the customer in question went above-and-beyond to make sure the repairs to the customer's vehicle were completed as promisedThe
customer wanted the estimator to commit insurance fraud by waiving his insurance deductible, and when this was refused, the customer became difficult to deal withThe customer's claims are and I take great offense to his remarks about my employees whom I trust wholeheartedlyWhen the customer came to pihis vehicle, our receptionist briefly stepped away from the front desk, so he took his keys and paperwork and left the premisesHeppner's does not owe the customer any money; he owes us the remaining balance on his repair billThe StPaul Police were called on April 30th and notified that the customer had taken the vehicle off our premises without paying his billThe investigator in charge has not been back in contact with us as of today
Sincerely,

Initial Consumer Rebuttal /* (3000, 9, 2015/05/13) */
(The consumer indicated he/she DID NOT accept the response from the business.)
First of all, the $that they claim I owe them is a LIEI never signed any repairs to be paid by meThe receipt that was given to me stated insurance $and I $They tried to scam the insurance company again but FAILEDSo, they called to threaten me or they would call the cop on meWhat person would steal their own car? This is only happening at Heppner's Auto BodyNowhere elseAnd it is because Heppner's Auto Body is a crook*** begged and begged and begged me to do business with them because it's slow nowHe made a bunch of promises only to say he'll testify in court that a touch up is not a repair to the original condition
Secondly, *** baited and switched on meHe claimed a touch up is not a repair to the original conditionAll the scratches, dents, dings that were visible before the repair are still visible RIGHT NOWThey were never repaired*** has been recorded as promising to "go around the car and repair all scratches, dents and dings." He dared me to sue him and have him explain that the meaning of touch up is NOT a repair as I was informed and misled to believe
Thirdly, they have torn off the wiring to my backup camera and simply rewired itThe backup camera is OFF center making it hazardous to driveThe Sienna name plate was NEVER replaced as billed to the insurance company but simply painted over as I can see the dusts underneath the paints -- an amateur job done by someone probably paid $an hourThe name place is warped on the left hand as they tried to repair the backup cameraThey have refused to go around and repair all the dents, dings and scratches as promised by ***, the only Hmong woman, there is a frontThey are using her to get Hmong customers AND to intimidate and insult Hmong customers as wellHmong people, stay away from Heppner's Auto BodyThey are a scam*** and *** worked there for a couple of months and there was another Hmong woman working there too but they all quit because they know the crooks inside
Heppner's Auto Body cannot do a better job than my Mexican friend who could have charged me only $Heppner's Auto Body is NOT a real auto body shopThey charged me over $1,to repair two little screw imprints on my bumperAnd now, they want me to pay another $out of the blue after they were REFUSED to be paid by the insurance company
*** gave me the exact same estimate last fall for $This time he jacked it up to $1,for the exact same repairMy Mexican friend charged me $The only reason why I decided to do with Heppner was because he made all those promises
Everybody stay away from Heppner's Auto Body UNLESS you want to be scammed and bill unknowinglyDon't believe *** when he said he will do this and that for you just to bait and switch on you later on
Heppner's Auto Body stop scamming peopleWe known times are tough but don't beg for our business only to scam us
Heppner's just refund me my $because you lied to meYou defrauded the insurance company over $1,already
Heppner's finish repairing the rest of my car!!!

May 26,
To Whom it May Concern,
We have not received the $that the customer owes us for the remaining balance on the repairs to his vehicleWe are not attempting to scam the insurance company in any wayWe have completed the repairs according to the insurance company-approved estimateThe scratches, dents and dings were buffed and touchin accordance with the agreement our estimator had with the customerThe only way to make the scratches, dents and dings go away is to completely replace the affected panelsOur estimator explained this to the customer, and perhaps there was a misunderstandingIf the customer would like to contact our General Manager, he may do so by calling (XXX)XXX-XXXX
Sincerely,

To Whom it May Concern,
Our general manager has attempted to contact Mrand Mrs*** to reconcile the issue and has received no responseThere was no intention to mislead or deceive the customers in question, who have incidentally, used our shop in the
past for repairsWe took their vehicle in for repairs and received a signed authorization to complete repairs from Mrs*** *** (see attached)The vehicle was sent to the mechanic shop we use to diagnose some suspension issues that had to be resolved before body repairs would begin at our shopMr*** insisted that they had not authorized this to be completed and instructed us to release their vehicle back to themUnbeknownst to the estimator and manager of the shop, there was obviously a miscommunication that occurred at some point during the two days we had their vehicleWe intended on filling the claim with the ***'s insurance company and completing the repairs as they had authorized us to do when they had the vehicle towed to our shopIt is the opinion of the estimator, manager and general manager that the requested refund of towing and diagnostic charges not be refunded to the customers
