I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution is satisfactory to me.

At this point HGL has refunded $3,500.00 and will be writing another check for $1,500.00 on the 19th of July to fully re- fund their deposit. HGL has never had any complaints from our customers and has suffered a loss of $3,500.00 for architect fees and sales commissions. And you do need a ILC or Plot plan  to design any deck or patio cover per any City and County in Colorado.

HGL signed a contract with the [redacted]s on 4/30/2016 with verbal agreements on how the process worked. HGL initially receives half down with scheduled payments which would be discussed when we received the half down. The [redacted]s did give a 10% security deposit of $5,000.00 to have a date to start the...

project and would give the remaining $20,000.00 on May 28th for material and labor pending on closing from a re-finance. HGL did have 1 request which was explained to the [redacted]s that they were to retrieve the ILC or Plot plan so we can start the drawing process with my Architect and Engineer which is a very important document needed to start the plan drawings as it has all the encroachments and setbacks for the subdivided property. HGL requests that from all of our customers. Two weeks went by and [redacted] my sales guy repeatedly tried calling VIA telephone to [redacted] and [redacted] with voice messages stating we have not received the plot plan - ILC. [redacted] was in search of the plot plan the day we signed contract and said she would email it or fax it when she found it. Couple weeks went by and I knew it would set the process back so I had my office manager call and email to try to find the ILC since we did not get any word on if they found it or not , basically the 1 request that was  the [redacted]s responsibility was to get us that document to submit to my Architect. The only time [redacted] called was to get a Invoice to submit to his financier to finalize his loan , the [redacted]s never discussed any problems of material or drawings , cancellations or having uncomfortable feelings toward the deal that was explained to both of them before signing contract. The [redacted]s were fully aware of what was needed to perform the build request procedure and starts with the ILC very , very important process to proceed. HGL did meet with the [redacted]s per their request on June 11th to go over the materials and discuss options. Per [redacted]s request he added deck lighting and columns to go to roof top which increased the estimate by $8,000.00 . Not once did they say they were unhappy or upset about the process as they knew they never submitted the ILC. HGL did submit the ILC and dimensions for deck and patio cover for review to Architect and Engineer to start the drawings with a deposit to secure our interest in their services prior to the [redacted]s cancellation. Im thinking they went with another contractor and were desperately trying to find a way out by this complaint. HGL has not received any complaints ever and this is our first. I happened to be out of town with my son prospecting for colleges and had my office manager call them on July 11th the day they threatened to complain and I said I would let them out of the contract and return their money when I came back and I would have to talk to my sales guy as he extracted $2,000.00 for sales commissions and my Architects deposit for drawings of $1,500.00. HGL has always been honest with their customers and never misleads anyone for capitol gain. HGL did get them their ILC which is the first step any City requires in Denver and Metro areas to build and start the review process in their drawings. This present time in Colorado is very busy and every Surveyor , Inspector, Architect , Engineer and City are overwhelmed with requests and can take several weeks for the process.  I do believe if the [redacted]s followed our instructions they would have met their tentative start date. Our passed and present customers all have followed these procedures and are successful with permitting and drawings, if the [redacted]s needed help with the ILC or if they couldn't find it they should of simply asked and not avoided this process which is the most important one.
