5/7/To: Revdex.com (Revdex.com) FR: *** ***, Owner/Proprietor Hi-Tech Muffler and New Radiator RE: I.D*** Response: 1. *** *** (complainant), was not the person that originally
brought the vehicle to Hi-Tech Muffler to have it repaired, so everything *** stated is hearsay; 2. Hi-Tech Muffler installed a “Legal” New Catalytic Converter, and the number on the catalytic converter will prove that it is legal with the State of California; 3. The Bureau of Automotive Repair (BAR) posting, which is posted on the wall at Hi-Tech Muffler, and visible to the public, #3 Return of Replaced Parts, if Requested, at the time a work order is signed. (*** was not present to request his parts be returned to him); 4. By BAR rule, I am not a Certified Smog Technician, so I cannot and will not read the Certified Smog Technician’s results, and tell a customer what is wrong, or what needs to be replaced on a vehicle concerning catalytic converters. By Air Resources Board (ARB) rules, which are noted on their website, we must go by driver’s side, passenger’s side, or front and rear, when we look up a catalytic converter. Bank or Bank are firing order, which I am not a certified smog technician to understand the firing order of each and every vehicle When asked the original person, who signed the work order, if he knew which converter he wanted replaced, he kept saying in Spanish, “El de frente”. I then opened the hood of the vehicle and pointed to the front converter asking him three to four times, “if that was the Converter he wanted replaced,” he kept saying “Si”, Spanish for “yes”. He then signed the bottom of the receipt which states, “Customer requested converter change”. I never told him to change the converter or which converter to change. Again, he specified, “El de frente” meaning front catalytic converter. Again I pointed to the front converter and he said in Spanish “Si” three or four times. When *** came to the shop, he was accusing both my neighbor, DC Auto and Hi-Tech Muffler on putting on wrong or illegal parts on his vehicle. I brought my neighbor to his car and we both explained to him that everything done to the car was legal and what his father wanted done. *** kept threatening to call BAR. Since the beginning, I called BAR and ARB, neither have said that I did anything illegal. Since the beginning, I have tried to work with ***, even though this was not Hi-Tech Mufflers fault. So *** and I made a verbal agreement that *** would pay Hi-Tech $and Hi-Tech would order the part and install it for $total. *** also told my neighbor DC Mechanic that he agreed with the $100, saying that it was probably not Hi-Tech Mufflers fault. I don’t recall if I contacted *** or if *** contacted Hi-Tech muffler to find out if the vehicle was being worked on Friday. I told him yes, as long as we had the same $agreement, and *** stated No, and continued to state that he had reported Hi-Tech Muffler to Revdex.comSo I stated to let Revdex.com decide If *** wants to continue this any further, it is his right. What we will be asking for or what we will subpoena are, The original person who signed the work order to hear his side of the story; The original miles of the vehicle to prove it has not been driven; The Smog Technician, who originally did the diagnostic. We will need to find out why, if the wrong converter was installed, how did it get a smog certificate or pass smog; Contact ***’s place of employment, to verify time taken off of work, or if he took time off his side jobs. If it’s time taken off side jobs, we would require proof and verify whatever license is needed to do side jobs These are just some of the questions that will be asked in BAR’s investigation. BAR has already heard Hi-Tech Muffler’s side of the story

I am rejecting this response because:My father *** *** was the one who brought my vehicle in because I was not able to bring the vehicle do to my work scheduleWhen he brought the vehicle he brought the paperwork from the smog shop that does not only give the codes for the issues but gives the full detail of the things that were needing to be fixed. The third time I went back to Hi-Tech Smog (Yes me in person) *** stated that he was able to get deals on used Pick-N-Pull parts and can put them in vehiclesWhen I asked him for the old part that was removed all I asked was for him to put my old parts back onHe then stated that he disposed of it, but he can get a used parts from Pick-N-PullOnce I heard this statement it made me iffy on the work he had done on my car especially now that my check engine light came back onI never once accused him on using a "used"catalytic converter. If I am correct I cannot ask for a catalytic converter it’s against the law because I am not a certified mechanicI was not requesting to take it home I was stating to put the converter back because the item that was replaced was the incorrect bankThe correct bank that was needing to be replaced was bank not bank 2. 4. He may not be a certified smog technician but he is a certified catalytic converter mechanic that checks cars daily to find out the issues of it running properly*** requested the smog paperwork to view to see what was wrong with the vehicle the day the vehicle was brought inMy father handed those documents to him and *** made a copy of the document for his recordsSo I am not sure as to why he is stating he cannot read these documents when he requested the smog document*** then requested my father to then lift the hood of the vehicle to view what was needing to be replacedWhen he saw I believe it is called the admission sticker that is underneath the hood that tells you size of the catalytic converter and what catalytic converter he needs to order was missing he then stated that he cannot work on the vehicle until we get the stickersI then went to the Mitsubishi in Concord and purchased the exact stickers he was requesting which cost $dollars apiece for my exact model and exact vin numberI have proof of this purchase as wellI am not a mechanic but I was able to view exactly what was needing to replaced just by looking at the smog document because once again it gives full detail P- Catalyst Efficiency below Threshold Bank and P- EVAP system leak detectionThis is very clear for a mechanic to understand what the issue isI would also like to see the receipt of the purchase of the catalytic converter and where the part was shipped from.*** is a certified mechanic to replace catalytic converter so he knows the full detail of the part, how to replace and should know what the issues are when they are not working properly.My father *** *** is willing to give a statement regarding the conversation with *** when dropping off the vehicle*** is fluent in English and Spanish so he had a clear understanding of the discussion between him and my fatherMy father is able to give a statement but is not good with computers so he will need to give a verbal statement but will need to speak with someone in Spanish or can come with me in person at any set appointmentsSo I am not understanding where *** is getting "El de frente" fromMy father stated that one of the converters needed to be changed but did not know which one and then referred to the smog document that states the problems with the vehicleFor example even if a customer goes up to a mechanic and states I need this part fixed with the smog paperwork, the mechanic still needs to check what the issues is as well as the codes before the work is performedYou don't just take the customers word, you look at the documentation and inspect the vehicle.*** the neighbor shop next door to Hi-Tech changed my sensor on bank 2, and looked up the catalytic converter that *** replaced and he even stated that *** put in the incorrect partYou may even contact that shop regarding this statement. Also *** has my contact information if he had any questions or concerns he could have easily picked up the phone and contacted me. The statement from *** that I accused him and another shop of replacing the parts with used parts is untrueI was even told by employees within his shop that he does these types of things or gives a huge hassle when working on others vehicles as well as things not being replaced properly and having issues with their vehicles after the work is doneThe employee also states that he is very forgetful and I am sure by this statement *** may try to fire the employee for telling a customer this information.As I mentioned to *** the vehicle was working fine for the next couple months due to the fact I use a company vehicle so the car does not get drivenAny documentation for you are needing I can show proof of.What does side work have to do with my car being fixed? I am not requesting for anything but my car being fixedThe smog shop that I took it to did not show myself or my father where the catalyst converter was he stated he is not certified to point these types of thingsWayne at the smog shop told me to even go through the Revdex.com to get things handled because the management and customer service and how Hi-Tech muffle handled my vehicleI can confirm the time taken off of work as well as a statement from my fatherWe all make mistakes but it’s upsetting that this business cannot correct what they did wrongWithin my line of work for example if a customer orders a HVAC system and they purchase the brand Trane and my employees bring and install a different brand from what the customer ordered, the customer deserves to have the equipment changed out to what they ordered no questioned askedI have gone back and forth with *** regarding this issue and every time I spoke with him he would always give me the run aroundWith the vehicle being inspected it will show the incorrect part that was replaced and the paperwork that I have already sent to the Revdex.com; my statement sent to ***, smog paperwork as well as the receipt from *** on the work done. All I am asking is for my vehicle to properly be fixed, I am not asking for money or money for me taking time off of workI wish there was a way to take a lie detector test because my statement is trueI would just like the correct parts to be fixed, this is what I paid money for

Review: I recently went in to Hi-Tech Muffler on April 21 2014 at 12:20pm. I took the day off to get an after market part installed. It's a "Direct Bolt-On" by Borla. Which means no additional parts required. The owner [redacted] 'verbally' stated it would be $60 per hour for his employee to install. NO REAL PAPER QUOTE. I timed them on my Casio stop watch and after only 40 minutes the owner comes over and says they have an issue. With out much explanation he aggressively stated it wasn't going to be possible with out adding other pipes which meant the price would go up. Before I could speak. He aggressively said, "you're going to have to wait my rep needs to go on lunch. Go go go on your lunch already." He then walked away and left me under my car. I stood there in awe, waiting to know what was going to happen next. I explained to him the parts are direct fits. He stated lots of the time they're not. You think they are? Huh? Here (he threw his dirty sweaty gloves at me) show me how it fits. Make it work yourself. Once again standing there in awe and under my vehicle in a danger zone. I thought to myself what do I do. I have no ride home. I know a thing or two about cars so I did what he asked and attempted to move things around to make it fit. My fianc witnessing everything couldn't believe he had me work on my own car. She took pictures of the incident because she couldn't believe the situation we were in. Each time I tried to talk to him he'd ignore me. Finally an 75 min after his rep finally came back (while I was under the car), [redacted] asked what now. I answered, "Can you please put it back together?" He replied with an additional $60 for labor. I was going to pay $120 for an unfinished job. I simply wanted my car back it was 3:15pm. They made me pay $63 for the first half of the job. I left with ALL my parts in my trunk. With NO pipes/mufflers attached. I left to [redacted] on Pacific Ave in Stockton Ca. They installed it in 30 min. There was a LEFT and RIGHT pipe. Hi-Tech mixed them.Desired Settlement: I would like my full refund for $63 which was charged to my card. In addition, if possible, I would like to know what else I can be compensated for. I wasted 3 hours of my life, extremely stressed. I left dirty, sweaty, and hungry from working on my own car. My body was sore the next day from being left under my car. I have pictures as well. Please help me.
