Review: I contracted in June 2013 to have a 65' fence built with drainage. Many boards were of an inferior quality (split, warped, etc.), fence is only 6o'.

I notified the contractor, [redacted], of the length shortage and inferior quality of many boards installed by his employees. I sent numerous photos of problems to contractor. The contractor built the fence in late June 2013. He demanded payment and I made payment on the last day his employees finished the job. He did not do the work, but checked periodically on his workers. I am not an expert on construction, even in the most remote terms, but I checked his license, and have a contract. I was shocked when I did a close examination of the fence after installation and the contractor stated that the job was complete. Numerous boards are warped, FULL of knotholes so they are weak, split, etc. I sent photos of this issue by text, and then by email when I didn't get a response. He said he was doing a large job out of town and couldn't come by and check the job for a while. I sent him more texts until he agreed to come by and discuss the incompleted contract. He came by on August 27, 2013 and we "walked" the fence and he agreed it was 5' short and more than a dozen boards were inferior. He did not want to work on the job until the smoke from the "Rim Fire" that had settled into the Lake Tahoe Area subsided. It did and I still didn't hear from him. I contacted Mr. [redacted] by email on 9/18/13 to complete the contract; and by text on 9/19/13, asking for a date to complete the contract (as agreed). He sent me a text that he would complete job on Sept. 28, 2013. [redacted], or his workers, did not show up nor contact me to cancel. I had informed him that I would make time to be at home when the contract was to be completed. Since he made the date to complete the contract and I confirmed, it has only been 11 days. His intentions of completing the contract are a great (and expensive) concern to me as winter quickly approaches Lake Tahoe. He couldn't measure correctly a fence that was to be 65' and did not make sure that the product he sold me was quality. I am disappointed in the product and service, and I wonder if the intentions were honest in completing his contract. I am almost 63 and a single woman.
