front brakes and ABS module "bled" after having a new set of handlebars installed by the customer. There was also a request to have the fuel pump primed. We agreed to perform the requested services at the rate of $100.00/hour plus tax, and any additional required parts — estimated at $150.00 which Mr. [redacted] authorized as evidenced by the attached Service Department Intake/Request for Work. It should be noted that the vehicle was brought in on a trailer, not running, with no seat installed and no saddlebags installed. Our technician inspected the vehicle to prime the fuel system as requested finding that there was no fuel in the tank as well as a detached "check valve assembly". Our service advisor, Derek M[redacted], called to get approval to add gas for a fee, but Mr. [redacted] opted to bring down roughly one gallon of fuel for the vehicle. Our technician then pushed the vehicle into the shop and proceeded to perform a manual fluid flush of the front brake system. After completion of the manual brake bleed on the front brakes, the technician connected the vehicle to Digital Technician 2 to perform the bleed of the ABS Module. The technician was not able to establish communication between the Electronic Control Module (ECM) of the vehicle and the Digital Technician. The customer was contacted about the concern and we offered to continue diagnosis of the vehicle to determine the issue. Mr. [redacted] declined to have the vehicle diagnosed and decided to pick up the vehicle as it was. As the work was not completed as requested, all charges were removed from the repair order and the vehicle was pushed outside of the shop for the customer to pick up. The vehicle was loaded onto a trailer either the same day or the following day and removed from the grounds. At no time did High Country Harley of Cheyenne attempt to start the vehicle, perform any other work on the vehicle or cause any damage to the vehicle. Further, the lack of power was not brought to our attention at the time of drop off or pick up. While we agree that the motorcycle should be evaluated and possibly repaired by a Certified Harley-Davidson technician, we have no responsibility to pay for it or provide any other consideration to Mr. [redacted]. Respectfully, Rachel M[redacted]
