To Whom this May Concern:The owner of this property had written a similar description of his complaint on the Hinson & Jung, LLC/Peter Jung internet web pagesI responded to his comments the same way I had during the two phone conversations we had on Dec20th and Dec, 23rd, During the initial conversation with him, I indicated that my Home Inspection Report not only included the fact that I had put tape on the safety switch because the cover could not be properly fastened, but also included the fact that the front hose bib had NOT been winterized, I suggested to him that was the probable cause of the frozen pipeline that caused the floodingI asked him to check with the plumber who did the repairs to tell me what pipe or pipes had actually frozenHe never responded to my questionMaybe that was his way of ignoring the fact that hic had been negligent by not winterizing that hose bib during the fall.I had reported the safety switch taping (to keep the furnace running) to both my client and my client's agent immediately after I taped itThe furnace continued to run during the rest of my Home InspectionThere was no evidence that the eleven year old furnace had ever been serviced.According to the Buyers Agent, the owner of the property was notified several days before he took any action to correct the deficiencies that were reflected in the Horne Inspection ReportThat Home Inspection Report was sent to my client and the Buyers Agent the same day I did the Inspection (Dec10th, 2016)This property was a vacant Condo located between two adjacent propertiesThe Listing Agent and owner were not present at the Home Inspection and the property looked like it had not been lived in for quite some time.Another interesting comment the owner made when I referred to the hose bib (outdoor faucet) not being winterized- he told me it was the Condo Association's responsibilityI would have no way to know whether that is true or not (very unlikely) but maybe he is looking to blame them if he can't find anyone else to pay his insurance deductible.Desired Outcome: I would like the owner to accept the responsibility for his own negligenceSincerely,Peter *J***

January 8, 2017To Whom this May Concern;The owner has not responded to any of the comments I made concerning the hose bib that had not been winterizedIncluding the statement from the HVAC technician does not add any more information than had been previously reported.The Building Research Council at the University of Illinois found that pipes don't burst until the outdoor temperatures drops below degrees FahrenheitWeather records for Reston, VA indicate that temperatures did not go below degrees F until Friday Dec16th,When I left the property on Dec10th, the furnace was workingMy client and the client's agent were aware of that factThe owner should have had someone responding to my Report long before Dec17th.Desired Outcome: I would like the owner to accept the responsibility for his own negligence.Sincerely,Peter J

I am rejecting this response because:This matter is simple and straightforward.  If Mr. Jung never entered my property, my property would not have experienced damage from a burst pipe.  He must come to terms that this is the reality and this matter will not be laid to rest until he makes amends.
