actually an Architectural Control Committee, (comprised of fellow volunteer homeowners) that placed compliance fines on the owner’s property.  The community’s bylaws state that when a balance exceeds a certain amount, the water is to be shut off, until payment is made.  Another volunteer committee sends the water shut off and/or posts on the owner’s front door.  As it relates to this homeowner, our office called and left voice mail messages for the owner several times, asking if we could auto deduct the amount of the compliance fines as a part of her monthly auto-debit.  Those phone calls were not returned.  We did not feel that we had the authority to auto deduct anything more than the monthly assessment, without the owner’s approval. The good news, is that the Association Board President had decided just two business days prior to this complaint, that a credit of $200 would be issued against the account, because (as the homeowner states in her complaint) the compliance issue had been resolved.  Unfortunately, the timing of the communication regarding the credit had not been processed before the owner visited our office.  It was applied today, which I hope resolves her concern.
