Review: I purchased a car rental with my Chase Visa Business Card, paid in full before pickup, with Holiday Autos (which goes by other names as well, such as 'Car Trawler'). At the time of purchase, it was indicated that 'all insurance' was covered, including collision damage waiver ('CDW'). Upon reaching the rental desk in Shannon, Ireland, I was told by the 3rd-party (?) rental desk, which went by 'Europcar'/ 'CARHIRE', that I would need to pay an extra €117.30 fee (over 6 times the rental fee) for CDW. I informed the desk of the fact that it was to have been covered; additionally, that my Chase card has CDW coverage anyway; and that I did not wish to purchase it. After about 15 minutes of attempted discussion, the desk rep was adamant (for what reason remains mysterious to me today, since no coherent reason was given) that she wished to see no evidence of insurance coverage or Holiday Auto's rental agreement, and that I would not be allowed, under any circumstances, to rent the car without paying this enormous markup. Since my options were limited -- my only option of reaching a meeting was renting a car (public transit was not an option), and that on-the-spot rental would be either impossible or prohibitively expensive at other rental desks (I inquired), I called Holiday Autos. I explained the situation to the agent, [redacted], and after a lengthy discussion, which included her investigation of my booking and an attempt to explain to the rental desk that my insurance should have been covered for no extra fee, [redacted] stated that 'It's obvious you are right in this case' and that, if I were to go ahead and rent the car, I would be "refunded" the €117.30 by Holiday Auto afterward. (I took notes, and these are verbatim claims; Holiday Auto indicated that the call may be recorded, so they likely have a copy, if they have not destroyed it.) I made it explicit during the call that I would not rent the car without an assurance of such a refund. After a successful 3-day rental without incident, I immediately started contacting Holiday Auto for the refund. It has not been forthcoming, despite my many calls and detailed documentation -- and their (presumably) recorded phone-call with [redacted] and myself. It has been a month since the incident, and despite the promised refund, they just today wrote me -- at the same time admitting my 'overcharge' -- that they would refund a mere 35.57 EUR/ 48.40 USD. The case is fairly open and shut -- not only are they at fault, but a FULL refund, not a small portion, was guaranteed by them *as a condition of my rental* (in addition to their initial indication that insurance was covered). I need help dealing with this deceptive company.Desired Settlement: Full refund, as promised, of €117.30 ($166.05 a time of purchase).
