outstanding balance with Holmes-Wayne. As is the practice of the Cooperative, the applicant was required to pay any outstanding balance owed to the Cooperative, as well as an appropriate utility deposit which is determined based on a credit rating agency. Holmes-Wayne was not actively attempting to collect the outstanding balance through collections or through the action of a lawsuit. Holmes-Wayne is, however, within its legal right to collect any outstanding balance owed, regardless of its age, as a condition of providing electrical service. This has been confirmed through legal counsel and is our policy, which benefits all members of the Cooperative. Thank you for the opportunity to respond to the complaint.
