The owner took half down for a project and kept putting off the roofing and siding project for my garage. Was a new excuse every time. I was on vacation in Florida for 3 weeks while he was supposed to be getting the 4 day project done. It’s been well over a month and nothing was done. Materials I personally purchased were returned for in store credit while I was away. All he did was come and tear the siding off and hang plywood with a few screws to hold them on my garage wall. He did not abide by the contract.... at all. I guess you really need to do a ccap search on people first. Oh boy he has a record of theft

I paid Shannon *** (the contractor) 1/3 down payment for flooring and foundation work. After he removed the existing flooring, he told me he couldn't fix the foundation so we'll have to level the floor instead of lifting the sagging floor. This was not what I hired him to do, I mainly hired him because he promised to lift the sagging floor so we can avoid leveling the floor (which sags more than 3 inches). I told him he can do the painting, drywall, and other things on the list but not the flooring as I don't want to level, I want to fix the foundation. He said it wasn't worth it for him to drive to my cottage (1-1/2 hrs) without the flooring job. I asked for a refund as he chose not to finish the job. He owes me $1351 as I'm letting him keep $434 partial floor demo and $100 partial haul way and pressure washing the deck. I paid him $1885 total and feel $534 for partial work is reasonable. He left a mess behind, including leaving all the carpet in my yard which got wet and was full of mold. He also removed the window coverings and left it in my yard. The flooring he removed was full of nails as he didn't bother to remove the staples. He did a sloppy job, partial work, and on top of that he feels he deserves to keep more than $534. He has caused delays in my project awaiting a resolution and a refund so I can have money to pay someone else who is interested in actually working. He's the greatest sells person, he will trick you into thinking he's the nicest guy on earth, hard worker, etc. After you pay him, he changes completely. I love having a contractor who can work independently, but he's the opposite. While I'm at work I constantly receive text messages that require a response. I waste my day just texting back answering stupid questions that were not urgent. He removes the floor, send me pictures, then tells me might need leveling, then about the walls if I want to pay $450 extra he can get a plasterer in to smooth out the walls, then thing after thing it got so annoying. This contractor caused great amount of stress, extra work for me cleaning up, extra money for having to drive 6 hrs round trip to my cottage to fix his mess. Towards the end, he was texting me so much I had to block him. I told him I want a refund, don't text me anymore, if you need to contact me send me an e-mail. He has my name, address, and knows where to send the refund, but never did. He keeps changing company names but is the same person asking for money. He then threatened to put a lien on my house when he violated the home improvement laws by asking for payment without a signed contract. Also, home improvement contractors by law must give the buyer "Notice of Consumer's Right to Receive Lien Waivers" and he never did that, yet he feels he can threatened me to put a lien on my house. Consumers may sue for twice the amount of any damages plus attorney/court fees.

I have reviewed the response made by the business in reference to complaint ID, and have determined that this does not resolve my complaint. For your reference, details of the offer I reviewed appear below.
Mr. Shannon *** still owes me a refund. He kept money for incomplete work. I paid him in advanced for work he was to complete, including foundation work and he failed to perform the work promised. He violated Wisconsin's home improvement laws by not refunding my money within 15 days. According to these laws, consumers may sue for twice the amount of damages together with courts costs and reasonable attorney's fees. Before I hire an attorney, I'm giving Mr. to resolve this matter outside of court because it will cost him a lot more than what I'm willing to settle for now. My home project has been on hold due to this issue and it has caused many delays in the remodeling. Now my cottage it's winterized and cannot get anything done until the spring. Mr. needs to be a responsible business owner and abide by these Home Improvement laws in Wisconsin. I will not be satisfied until I get my refund. If this goes to court, it will be the court assigned to where the partial work was performed so he will have to travel to Princeton, WI. I just had to pay $150 disposal fee for the moldy carpeting he left outside. I'm also in contact with the police department as I reported as business fraud and theft. He stole my money.

Regards,

Lauren

He still owes me $200 because I asked for $1260 refund or $1060 "if" he leaves all the paint he bought and he didn't leave the paint. He left debris on my yard which I had to pay to dispose trash he was suppose to take and it cost me more than I had anticipated. He didn't finish floor demo and the painting he did is useless because I had to replace all the window and door trim after the house was lifted. Also some walls cracked, including the patching he did that he wants me to pay for. He was not ordered to do drywall or paint before the house lifting and he did without my approval and still wants to get paid. The deck pressure wash is useless, that's only useful when you stain the deck right after and he didn't do that. Also the refund amount I accepted as immediate refund only not a refund 3 months later. He violated the Wisconsin laws by not issuing refund within 15 days. I'm in the process of getting an attorney to help me collect the $200 plus damages and according to Wisconsin Home Improvement laws I can seek to collect double my damages. He's willing to go through all that to keep an extra $200 that he didn't earn. He caused a mess in my place, not worth what he's trying to get paid for.

Lauren

Company states that they painted some areas and did do some work. Company states that they provided the refund amount she requested through the State and will not be refunded further. Company did meet with the State who they stated that they refunded the amount in accordance with the agreement. Company advised that the consumer can take it to court if she feels she was refunded incorrectly. Company states that they won't be responding further.

I requested at least $1260 in my filing with the state, but he only refunded $1060. He refunded based on amount via text messages that said $1060 if he drops off all the paint and $1260 if he doesn't drop off the paint. He didn't drop off the paint and he was to refund within 15 days (per WI law) and he took 3 months. The paint was part of another contract that he didn't fulfill and by law, I'm not required to pay for partial work on a contract that he chose not to fulfill. In addition, the only painting he did was priming only the trim of doors/windows and he primed the bedroom windows without my consent (I didn't want the brown all wood windows painted in white). So he ruined my bedroom windows when he removed them to prime. I have receipts for what I paid to get these windows fixed and re-installed ($250). The agreed refund via text was before I discovered the damaged windows. If this goes to court it will be for all the damages to the windows and what I paid to remove the debris he left in my yard (carpet, trim, etc). The painting contract was a separate contract, not one that was fulfilled and not one that was paid under the money I paid him. The money I paid him was solely to lift the foundation (which he didn't do) and for demolition of the flooring and haul-away( which he didn't finish as he did partial demo and partial haul away). He is trying to collect money for the paint from a different contract, not related to the money paid under the foundation and flooring work. I'm asking for $200 since he didn't drop off the paint. If this goes to court, it will include cost of haul away of carpeting, damage to windows, cost of re-installing windows, cost of floor demo (areas he didn't finish), and damages incurred due to project delay which required me to shut down the cottage for the winter as it didn't get done before November (this is a 3 season cottage). He will have to pay court costs and attorney because I have sufficient proof of the damage he caused to my windows and photos of all the debris he left which he was to haul away. Attached are my text messages insisting on $1260.
