Homeguard Fence and Decking

I hired HomeGuard to repair my front porch and add a step. The step that he built is not square to the porch nor is it level. It also is not stable as it moves when stepped on. I texted him to let him know that the step was not level or square and for him to come back and make it so. He responded only by saying that it is. I again asked for either a fix or a refund. He now ignores my texts.

We hired a deck and fence company called Homeguard Fencing and Decking in New Braunfels to put up a covered wood deck. We were going to try to do it ourselves initially and went to the city of San Marcos, but it got to complex with architectural plans they required so we hired this company to do the job which including lighting. We have had minor structural issues in February with the soffit and venting blowing out between the deck and where the home attached. My wife contacted him to come out and fix it after weeks of calling him.. He was suppose to repair it on February 27, 2020. He never showed up or called us. We have tried numerous times to call, text and email the owner *** to repair it.. We decided to finally call the City of San Marcos Building and Permit Dept and they said he never had our inspections or a final inspection. They sent Inspector and Mgr right away of that Dept to inspect it and he found some structural issues that need repair. He also said the electrical work was done and he was not licensed to perform that work. It has been two weeks now since the City Mgr inspected it and me trying to contact *** at Homeguard Fencing and Deck. He won't return my emails, text messages or phone calls. I now am going to have to hire someone to come out and do these repairs and a licensed electrician to finish this job so it can get finally approved. This is not right as we paid him a lot of money to do this deck work. We would not have paid the last payment upon completion if we had known he never called the inspectors and it wasn't finalized. It needs beam to post connections repairs to code, post caps deck screws to code, the soffit and vents aligned and repaired and electrical work finished.
