In September 2019 Sean, the owner of Hom Tech Services came to my house to do a estament kn up grading my electrical due to NM laws. He estimated the fee parts labor and permit in the amount of 900.00 cash. We agreed to him doing the work. No date was scheduled. I had a out of state emergency and returned in November 2019. At which time my privet lender agreed to pay for upgrade of my electric and natual gas cost and add the amount to my home loan. *** called Sean to inform him that he could start the work and he would send him a check. Sean decided he needed to submit a new estimate. And scheduled a appointment with me to come again. Which he did. Now he submitted a estament ot 1550.00 to include upgrade permit parts and Libor. In mid January 2020 Sean completed his work. And submitted a final bill to *** in the amount of 2150.00 which was paid. Sean did not do the upgradeashe should have the work that should have been include with the estament he wanted 700.00 more to do. Which was reconnecting 2 220 lines that were previous connect and in good working order. He cut and secured in 2 additional boxs. That were secured. Knowing I wod desperately need those lines reconnected in order to use electric water heater and my dryer. He also left ground wires exposed over 4 inches. Destroyed surrounding the area he installed a new riser in the eav of my house. He left my cable box hanging on its wires. He also took all of the original electrical boxs, the riser and all brackers eith out mypermission and when asked he refused to reply. When I asked for copies of the recipts fir the material he claimed totalled over 1100.00 he advised I would be billed his hourly rate to locate the recipts and also fees to make copies. Ipriceed out all the material at Home Depot. With out a contractor discount material came to just under 500.00
I asked Sean to come and Barrie the exposed ground wires and sent him a copy of the Electrical uniform cod for barring ground wire. Which states that no wire

To respond to this complaint I will start with 1, the fact that the individual filing this complaint was not the customer paying for the work, nor was this person the owner of the property. 2, The paying customer was clearly informed multiple times before starting any work that my charges would be at an hourly rate. He was also informed that materials needed would be included in the charges on top of hourly labor costs. The customer was clearly informed that the number given as an estimate was not a bid( set price). 3, the work that was done passed New Mexico state electrical inspection. Here are my responses to each item in this complaint in order as they appear in the complaint.- The 220V lines were not in working order as claimed. On one of the lines there was an undersized equipment gronding conductor per NEC Article 250.122 and NEC Table 250.122. On the other line there was no equipment ground present. These 220 lines were terminated in weatherproof boxes because they could not be energized until proper grounding conductors were installed. An estimate was given to the customer for installing these conductors. - The complaint states that ground wires were left exposed. These portions of the grounding electrode conductor are required to be exposed or "accessible" as per NEC Article 250.68(A)-As for the "destroyed" area of the eve surrounding the riser. The eve needed to be fractured to remove the section of old gas pipe serving as electrical conduit feeding wires into the old panel. The gas pipe was removed and proper electrical conduit was installed. The damage to the eve was necessary for the required electrical work to restore power and the repair to the damage was offed at an additional hourly rate. Here's an example of a similar situation where necessary damage and repair is required. Often times when running a new wire in an existing drywalled home there will need to be holes cut in the drywall to gain access to the interior of th wall so the wire can be installed. This damage is part of the required work for the electrician. After the wire is installed, a drywall specialist will repair the holes in the drywall. This drywall repair will be additional cost applied by the drywall specialist if the work done by the electrician is at an hourly rate for electrical work only. In this situation there is not a bid (hard set price) for the electical work and repairs to the drywall. -All of the old parts from the outdated electrical service were immediately taken to the landfill as they could no longer be used .-Copies of all receipts were mailed to the individual filing this complaint via return receipt requested mail to the address provided by this individual on January 27, 2020. It was returned to me labeled " return to sender, no mail receptacle, unable to forward" The actual customer who paid for this work had no complaints and understood the work was at an hourly rate. The customer understands that additional work to be done will be at an hourly rate in addition to work that has already been done and paid for.

I am rejecting this response because: Sean is wrong about everything. I am the property owner and have the deed. The person who cut him the check is my finance partner who also believes that Sean done a bad job and also believes he is trying to take advantage. If the state inspecter actully came to my address for inspection why is it Sean can not produce the green tag he should have recieved. Mail was returned only because post office did not realize I had a mail box. Seems statements are false. All of them.

Inspection at *** In Bayard , NM for permit

ELER_2020000713 was preformed and approved on 1-14-2020.

All work preformed by HomeTech Services, LLC at this residence is code compliant. All work preformed at this residence was done so at an hourly rate. There was no definitive number given to the customer by HomeTech Services, LLC for what the job would cost. Any further work to be done by HomeTech Services, LLC at this residence would would require additional hourly fees plus cost of materials be applied.

I am rejecting this response because: home tech services can not provide proff that work passed inspection. Home tech services took my property from me with out permission. Electrical box and riser. Home tech services did not bring my electrical up to code home tech services distroyed my property. Eav of house. Home tech services inflated his original bid. To get the job by submitting the lower bid.Home tech service then tried to get 700.00 more dollars to finish his work. Home tech services left ground wires exposed. Hom tech services was instructed by inspecter yo come bury ground wire and never did. Home tech services tried to charge me more money 69.00 per hour to find and send recipts. Post office rejected his letter with out contacting me. At any time Revdex.com would like to see pictures and read messages between my self my finance partner and home tech service that validates everything I can provide them. Home tech services has tried everything to get out of his responceability. Even stating That I was not the property owner or the person who contacted him. That's the type of person he is. He stole from me he done a horrible job he down graded mu electrical in order to get even more money from me. I have those messages and I have pictures of all my electrical prior to him touching it. I have other lic electricians that looked at the job prior to and after home tech services. I have pictures of the items he took. I asked him not to replace the riser because I had already got it approved by the state inspecter abd yet he tore my eav UO anyways and replaced them took my old one.
