I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  
Horizon's response seems to imply that they are not at fault for the accident. This is inconsistent with the behavior they have displayed up until this point. I notified them of the accident within an hour after receipt and they agreed to process the insurance claim on my behalf. After I got the estimate, as they instructed, they wanted me to bring the truck to a different shop for estimate indicating that they were still in agreement that they were at fault. Finally, the attached email from Mardy on Sept 22nd admits the they agree that the  "driver damaged the roof rack" and she offered partial payment.They have already agreed to fault in the accident and now the debate is whether they are responsible for just the roof rack damage or the damage to the axle as well. My documentation clearly shows that the truck was driving before the accident and was not after the accident. Further, the mechanic will attest that the damages to the axle were congruent to a significant impact from above, the same impact that damaged the roof rack.

Express bill of lading signed by Mr. [redacted] at time of delivery with no exceptions on the Bill of Lading. When the car was delivered to the residence in Denver, there was nothing noted about any damage whatsoever on the bill of lading and the TA Express bill of lading terms state "Exceptions for damage must be noted on the Bill of Lading at the time of delivery".
