Review: On 7/23/15 Horizon Builders (HB-Donald C[redacted], HIC # [redacted]) entered into a contract with [redacted] to serve as a subcontractor for removal of old concrete steps, cheek-walls, and walkway at Job Location ([redacted]). Horizon Builders was to install new concrete steps, cheek walls, and walkway from street to front porch. He was also to work to match existing dimension within reason. The Stone cheek walls and caps were to be saved and replaced and all concrete was to be 4000 psi and reinforced with rebar. The payment arrangement was $8,900.00 total, with ½ upon acceptance of contract and ½ upon completion.

Work began on after the contract was signed on 7/23/15. The first set of stairs leading from the porch to the walkway and half of the walkway was poured and set well. The cheek walls were reinstalled but were installed poorly, with missing mortar in some places, too much mortar in others, and missing stones. The walkway between the first and second set of stairs and the second set of stairs were poured about a week later. This was a bad pour and set poorly. The home owners at the Job Location reached out to [redacted] to let him know their dissatisfaction with the quality of work on the second half of the walkway and second set of stairs. HB had not taken off the wooden forms applied when pouring the stairs swiftly enough so HB had to grind down the forms causing the final product to be very uneven. HB then applied a skim coat of concrete to the walkway, stairs, and cheek walls to fill in the missing voids in the concrete. The result was still unsightly and uneven- not an acceptable result for [redacted] or the home owners. HB was informed of their dissatisfaction on 8/16/15.

On 8/19/15 HB and [redacted] signed an additional change order identifying that [redacted] would withhold $300.00 from final payment until a final epoxy and slurry coat is applied to the walkway and stairs at [redacted]. HB has not returned to the job site to fix the issue as of 10/17/15.

[redacted] paid HB $4,500.00 on 7/23/15 for a concrete deposit. A check was written as a particle payment from [redacted] to HB was made on 8/17/15 of $1,600.00. A third check was written on 8/19/15 for $2,500.00.

Additional estimates from new concrete contractors have been sought and upon further investigation the fix HB was to apply would be insufficient to resolve the issues. Most of the work done would need to be completely redone to resolve the issues of the uneven stairs and poorly set cheek walls.Desired Settlement: A full refund ($8,600) to allow a new concrete contractor to redo the work.
