Terrible customer service and a rip off of money. This is our normal experience with them. They have no online bill pay and it must all be done in person in Fairfax, VA. Several times in a row they did not open on time and shrugged it off. Guaranteed they would be open on time the next day and still they were late and so I wasn't able to get to work on time again. When my room mate has gone there, Vessy has even been laying on the floor in the office.
Now lets get to service. Again Terrible. It took almost two weeks to get their "handy man" who only works during the day on the week to make it out for a sink that was leaking. He definitely fixed it but there was still water damage from it because it took so long..... One of the great things I notice was that the front door looks to be kicked in on our place. It was glued up and leaked light and air the whole year. Utilities for heating and cooling where through the roof on this. The person doing the walk through couldn't even tell us where the air filter for the house was but made sure we knew we had to replace it.
Now the best part. We are moving out and they come up with new charges that where apparently in the lease. We have never used the fire place at this house but we have to get it cleaned and inspected on the way out. When we moved in we were told we had to do nothing with the fireplace if we didn't want to use it. We were told also that it hadn't been inspected before move in but now we have to pay for it? Also they require a professional gutter cleaning after the fact. They told us the opposite in person and said we need to maintain the gutters our self the whole year. It was very easy considering the place had screens on it but they wont accept that because they would have to check the gutters themselves instead of laying on the floor of their office.
Please avoid Horizons management at all cost. They will lie to you. They will not respond to you. They will do whatever they can to make sure that you are at fault so they can charge you. If you call to complain, Vessy will try to talk over you and tell you are wrong until you are furious with her. Then she will hang up on you and not return calls. The worst part is that this place is controlling other peoples property.
