Hot Tomato's Hartford

Review: I was given a gift certificate for $100 as a gift from my mother-in-law about a year ago. I went to Hot Tomato's in Hartford on Father's Day weekend to use it and was told that they would not honor it because of economical situation and because they changed owners since the gift certificate was given. The gift certificate clearly states on it that it never expires. The name of the restaurant is still the same. If they didn't want to honor gift certificates that were still out there they should have changed the name. Where and how do I get a refund for this gift certificate?
